Comprehensive Planning
Comprehensive Planning is the process used to identify and plan for a community's future needs, including housing, transportation, employment, recreation, public facilities, and open space. These needs are evaluated through analysis of projected population growth and development trends.
Pursuant to Section 163.3177, Florida Statutes, local governments are required to prepare and maintain a Comprehensive Plan that addresses future growth and development. The Comprehensive Plan establishes goals, objectives, policies, and strategies that are consistent with the State Comprehensive Plan while reflecting the unique needs and priorities of the local community.
Every seven years, Clay County conducts a comprehensive review of its Comprehensive Plan through an Evaluation and Appraisal Review process. This review evaluates the effectiveness of existing goals, objectives, and policies and identifies updates needed to address changing community conditions and future growth. In 2024, Clay County completed this review and adopted the resulting updates as part of the 2045 Comprehensive Plan.
Infrastructure and Transportation Planning
Infrastructure planning is essential to supporting future growth and maintaining quality of life throughout Clay County. Planning efforts include transportation systems, utilities, public facilities, parks, and other community services. These efforts are coordinated with regional and local partner agencies to ensure infrastructure is available where and when it is needed.
Transportation planning is conducted both locally and through participation in the North Florida Transportation Planning Organization (TPO). The TPO develops and maintains the Long Range Transportation Plan (LRTP), which identifies transportation projects that are needed and financially feasible within a 20-year planning horizon.
Planning for water and sewer infrastructure is also coordinated with the agencies responsible for providing these services to help ensure adequate capacity is available in existing and future growth areas.
