FDOT Shands Bridge continuous closure May 15-17 (Green Cove Springs)
The Shands Bridge will close for routine maintenance work at 9 p.m. Friday, May 15, and reopen by 4 a.m. Sunday, May 17. Drivers should use the Buckman Bridge or Memorial Bridge (Palatka) as a detour and plan additional time to reach their destinations.
Southbound Double Lane Closures for Buckman Bridge Work Planned this Weekend
As part of a project to replace the finger joints on the Buckman Bridge, continuous southbound double lane closures are planned Friday, May 8 through Monday, May 11, weather and unforeseen circumstances permitting.
Two lanes of I-295 South over the Buckman Bridge will close at 10 p.m. Friday and reopen by 4 a.m. Monday. Drivers are encouraged to use alternate routes if possible and plan additional time for travel.
In addition to bridge finger joint replacements, the project includes partial coatings and structural steel work on the I-295 Buckman Bridge over the St. Johns River in Duval County. The $5.4 million contract for these improvements was awarded to Cekra, Inc. Completion is expected in late 2026, weather and unforeseen circumstances permitting.
These projects are anticipated to start in the upcoming weeks. Please note that details can change, so please check back for updates.
County Road 15A road closure and detour (Green Cove Springs)- Drivers can expect a multi-week closure on County Road 15A starting soon for road work. We'll announce more details, including the detour route, as crews finalize the plan.
County Road 209 Riverside resurfacing (Green Cove Springs)- Crews anticipate beginning a milling and resurfacing project on County Road 209 Riverside from US 17 to Ivey Lane in mid-June. Anticipate daytime, single-lane closures once work begins. The project could take up to three weeks to complete.
Doctors Lake Drive resurfacing (Fleming Island/Orange Park) – Crews will begin a milling and resurfacing project on Doctors Lake Drive from Peoria Road to Kingsley Avenue in late May to early June after completion of the Town Center Boulevard Resurfacing project. Work will be done at night and is expected to be completed within 4–6 weeks. We will provide updated start dates as soon as plans are finalized.
Lakeview Street and Hilltop Street dirt road paving project (Keystone Heights) – Crews expect to begin paving Lakeview Street, Hilltop Street, and a portion of Southwest Pecan Street in early June. The work includes base preparation, asphalt paving, driveway tie-ins, drainage improvements, signage, and pavement markings. Motorists should expect daytime single-lane closures once construction begins.

County Road 209 (Russell Road) from Peters Creek Bridge to US 17, Bonded Transportation Program project #2 (Lake Asbury)- Widen the roadway to four lanes with a median, turn lanes, bike lanes, curb and gutter, and sidewalks from CR 315B to US 17 and from CR 315 to south of Peters Creek Bridge. Drivers should expect single-lane closures, delays, and occasional weekend work through spring 2027. Crews may work at night to reduce daytime impacts and finish faster, which could cause temporary noise, vibration, and lighting for nearby residents.
- Update April 15, 2026- Drivers should anticipate a traffic switch beginning on Thursday, April 16, at County Road 209 and US 17. The north lanes will be closed, and traffic will be moved to the southbound lanes for paving. There will be a continuous flow of traffic.
- Update April 14, 2026 — Crews finished demolishing and milling old asphalt on the east side of the CR 209 north–south section west of the railroad tracks. They continued building the clay cut-off wall at Pond 2 and moved clay to Pond 3 for the liner. Cross drains between the railroad and Peters Creek and concrete flatwork on the south side of CR 209 east of the tracks are complete. Base work between US 17 and the railroad is ready, with paving scheduled for the week of April 13. The project remains on schedule.
Previous updates:
- Update March 10, 2026 — Crews completed the median traffic separators at the CSX crossing and began demo milling the old asphalt on the north/south section of CR 209, west of the railroad tracks. Work also includes constructing the clay cut-off wall at Pond 2, relocating clay from Pond 2 to Pond 3 for the pond liner, and continuing drainage and ditch installation along the south side of CR 209. The project remains on schedule.
- Update February 10, 2026 — East of the railroad tracks, traffic continued to flow along the north side of CR 209 while crews continued work on the sub-base and base material, as well as storm-drain pipe installation, on the south side of the roadway. West of the railroad tracks, traffic was shifted to the newly paved southbound outside lane. The project remains on schedule.
- Update January 13, 2026 — Traffic continues to flow on the north side of CR 209 east of the railroad tracks while crews install sub-base and base materials, storm drainage, curb, and sidewalk on the south side. Traffic patterns were recently adjusted, opening up the intersections at CR209 and CR315B, as well as the railroad tracks. A traffic shift west of the railroad tracks moved southbound vehicles onto new asphalt on CR 315B and CR 209.
- Update December 9, 2025 — East of the railroad tracks, traffic continued to flow on the north side of CR 209 while crews installed sub-base and base material, storm-drain pipe, curbing, and sidewalk along the south side of this section. Crews also completed installation of storm-drain pipes and structures, as well as sidewalk and curbing, and placed the initial lift of asphalt along Russell Road, north of and at the CR 315B intersection. A traffic switch is anticipated during the week of December 8, shifting traffic onto the newly paved sections of CR 315B and CR 209 west of the railroad.
- Update December 2, 2025- Beginning December 10, traffic will be shifted onto the new pavement on County Road 315B approaching the signalized intersection at Russel Road. Traffic will also be shifted onto new pavement on County Road 209 between the railroad crossing and Peters Creek. Drivers should expect flagging operations and some delays during the traffic shift.
- Update November 10, 2025- Traffic continued flowing on the North side, East of the railroad tracks, while crews continued the installation of sub-base & base material, installation of storm-drain pipe, as well as installation of curbing and sidewalk on the south side of this section of road. Crews also continued installing the storm-drain pipe and structures along with sidewalk and curbing along Russell Road, north of the CR315B intersection. A traffic switch is anticipated for early to mid-December. This project is on schedule for completion.
- Update October 14, 2025- Traffic continued flowing on the northside east of the railroad tracks while crews continued the removal of the old asphalt roadway on the south side of this section of road. Crews also continued installing the storm-drain pipe along Russell Road, north of the CR315B intersection. A traffic switch is anticipated for December 10th (Phase 3 west of the RR tracks – work zone in the median). This project is on schedule for completion.
- Starting September 30, the Russell Road (CR209) entrance to the RaceTrac gas station at US 17 and Russell Road will be closed for approximately eight months. Drivers will need to use the access off US Hwy 17.
- Update September 9, 2025- With traffic now shifted to the north side of the east-west section of the project, crews have begun removing the old asphalt from the south side of this roadway segment. Crews are also installing storm drain pipes along Russell Road, north of the CR315B intersection. Starting September 30, the Russell Road (CR209) entrance to the RaceTrac gas station at US 17 and Russell Road will be closed for approximately eight months. Drivers will need to use the access off US Hwy 17.
- Update August 12, 2025- Cross-drain installation at Pond 2, along with embankment and base material placement between the railroad tracks and Pond 2, has been completed. Base course pavement has been placed on the north side of CR 209, and traffic has been shifted to this newly constructed section. Crews are continuing to install stormwater drainpipes, sidewalks, and curbing along the north side of the roadway.
- On Saturday, August 2, there will be a one-day road closure and detour on County Road 209 from Russell Road to US 17, from 7:30 AM to 5 PM, for a construction phase switch. Drivers will be detoured along County Road 315B and County Road 315.
- Update June 10, 2025- The project remains on schedule for completion. Crews are installing stormwater pipes on the north side of the road and backfilling over the pipes. The removal of unsuitable materials continues along with the placing of base materials and limestone for the final pavement work.
- May 15, 2025- Stormwater drainpipe installation continues on the north side of CR209, along with backfilling over the pipes. Crews are also removing unsuitable materials and placing base materials and limestone in preparation for final paving. The project remains on schedule. Drivers can expect delays and weekend work as well.
- May 8, 2025- Beginning May 5th, drivers can expect single-lane closures on Russell Road for drainage and utility work. Drivers can expect delays and weekend work as well.
- April 11, 2025- Crews are continuing stormwater installation on the north side of County Road 209 and continue backfilling over the piles, placing base materials, and final pavement. A traffic shift onto the new temporary pavement is also in place.
- March 14, 2025- Work on County Road 209 from Peters Creek Bridge to US 17 is continuing with stormwater drainpipe installation on the north side of the road, and backfilling over pipes in preparation for base work and the final pavement application has begun. Crews are also placing temporary fill in preparation for temporary pavement on the south side of CR 209 and milling the southbound lanes of Russell Road.
- February 14, 2025- Work on County Road 209 from Peters Creek Bridge to US 17 is continuing with the placement of stormwater drainpipes between the railroad crossing and US 17, installing the final asphalt and curbing on County Road 209 at the railroad crossing, and placing temporary asphalt on Russell Road.
- January 5, 2025- The road closure and detour on County Road 209 at the CSX railroad tracks have been removed and the newly configured railroad track crossing is open to traffic. The temporary traffic signal and turn lane will remain in place at the intersection of County Road 315 and 315B. Please slow down and drive with caution in this area.
- November 26, 2024- CSX will finish their work on the railroad crossing by December 7 and the contractor will continue the CSX area upgrades and start paving on December 9. Electrical work on the final signal pole and the intersection signal work is anticipated to be completed and inspected by January 13. Crews are set to end the detour and move to the next phase on January 15.
- October 10, 2024- A road closure and detour began on September 9 on County Road 209 at the CSX railroad tracks to adjust the road profile to accommodate wider travel lanes. Local traffic ONLY- residents will have full access to their property during the work. Through traffic will be detoured 1.5 miles along County Road 315 and County Road 315B back to County Road US Highway 17. A temporary traffic signal and turn lane will be in place at the intersection of County Road 315 and 315B. Expect heavy delays and choose an alternate route if possible.
- August 15, 2024- Crews began reconstruction work to establish a new turn lane and traffic signal at the intersection of County Road 315 and County Road 315B the week of August 5. Crews will be resurfacing the roadway around this intersection September 2-8. Anticipate daily, intermittent lane closures beginning at 9:30 am for approximately six weeks. Watch for flaggers.
- August 9, 2024- A road closure and detour begins September 9 on County Road 209 at the CSX railroad tracks to adjust the road profile to accommodate wider travel lanes. Local traffic ONLY- residents will have full access to their property during the work. Through traffic will be detoured 1.5 miles along County Road 315 and County Road 315B back to US Hwy 17. A temporary traffic signal and turn lane will be in place at the intersection of County Road 315 and 315B. Expect heavy delays and choose an alternate route if possible. Work is anticipated to take up to eight weeks to complete.
- August 2, 2024- Crews will begin reconstruction work to establish a new turn lane at the intersection of County Road 315 and County Road 315B the week of August 5. Anticipate daily, intermittent lane closures for the next six weeks. Lane closures will begin at 7 a.m. prior to the start of school and at 9:30 a.m. once school is back in session.
- July 10, 2024- There will be a one-day westbound traffic detour on County Road 209 from US 17 to Revels Road on Saturday, July 20 from 7 a.m. to 4 p.m. During construction, drivers will be detoured on County Road 315.
- June 27, 2024- Anticipate intermittent, single-lane closures daily from 7 a.m. to 5:30 p.m. from U.S. Hwy 17 to Peters Creek Bridge for road work.
- June 21, 2024-There will be a one-day westbound traffic detour on County Road 209 from US 17 to Revels Road on Saturday, June 29. During construction, drivers will be detoured on County Road 315 to the south.
- June 11, 2024- Anticipate daily, single-lane closures from 7 a.m. to 5:30 p.m. on the east side of County Road 209 from the railroad tracks to Peters Creek Bridge beginning June 19. Work will take about two weeks to complete.
- May 31, 2024- There will be a one-day westbound traffic detour on County Road 209 from US 17 to Revels Road on Saturday, June 22. Drivers will be detoured on County Road 315 to the south while crews set up for drainage system installation.
- May 3, 2024- Construction begins on May 13th with drainage pipe installation throughout the project area. Anticipate daily, single-lane closures and watch for flaggers. Please slow down and use caution around the crews working close to the roadway.
- March 28, 2024- Anticipate daily intermittent, single-lane closures on County Road 209 between the railroad tracks and U.S. 17 for road work. Watch for flaggers. Drivers can also expect trucks entering and exiting the roadway.
- February 27, 2024- Preliminary clearing and grubbing work on the west side of Russell Road begins on March 1 and continues the week of March 4th. Anticipate temporary lane closures from 9 a.m. to 3 p.m. on Russell Road at the intersection of County Road 315 and going northbound. Watch for flaggers.
- January 30, 2024- Preliminary work to install drainage structures and for clearing and grubbing operations begins on February 12. No lane closures will be in place, but motorists can expect trucks entering and leaving the roadway.
- January 5, 2024 - Pond construction and clearing is anticipated to begin in mid-January and motorists can expect single-lane closures and flagging operations once work begins.
- December 15, 2023- Construction is anticipated to begin in early to mid-January and motorists can expect single-lane closures and flagging operations once work begins. Trucks and equipment will also be entering and exiting the work site.
- December 1, 2023 - Land clearing is anticipated to begin in early January and motorists can expect trucks and equipment entering and exiting the work site.
- November 17, 2023- Utility relocation work may begin as early as November 2023, with roadway construction beginning in January 2024.
County Road 209 (Russell Road) from Sandridge Road to Peters Creek Bridge, Bonded Transportation Program project 3B (Lake Asbury)- Widening and realigning the east end of Sandridge Road (CR 739B) where it connects to County Road 209B, along with operational improvements at the County Road 209 and County Road 209B intersection to improve traffic flow and safety. Motorists should expect a 25 mph low-speed zone and day and nighttime single-lane closures in the work area. The project is anticipated to be completed in summer 2026.

- Update April 14, 2026- Project #3B- Sandridge Road to CR 209B (connecting the east end of Project #4 through the roundabout): Crews completed installation of the new roundabout, including base material, base asphalt, curbing, sidewalks, and streetlights. Sidewalks and most sod on the east side of Russell Road are complete.
Previous update:
- Update March 10, 2026- Project #3B- Sandridge Road to CR 209B (connecting the east end of Project #4 through the roundabout): Crews completed stormwater structure and pipe installation, curbing, sub-base work in the roundabout, and sodding and fencing around the Sandridge Road pond site. Work also continued on the roundabout, including base material, base asphalt, curbing, sidewalks, and street lighting, with streetlights now energized. The final friction course of asphalt was placed on the eastbound and westbound lanes of Sandridge, and the medians have been sodded.
- Update March 4, 2026: TRAFFIC ALERT on Russell Road / Sandridge Road: Crews are wrapping up the first phase of the new traffic circle and expect to finish within 12–24 hours. Phase two will then begin, and the traffic circle will be open in all directions. Drivers on Sandridge Road should be ready to shift onto the new roadway alignment just west of the circle near Anabelle Island. Expect 24-hour lane closures, flaggers directing traffic, and a 25 mph speed limit through the construction zone. Please slow down, watch for crews, and anticipate delays. The original intersection will be permanently closed, and southbound drivers on Russell Road will need to use the traffic circle to access Sandridge Road.
- Update February 3, 2026: TRAFFIC ALERT on Russell Rd. / Sandridge Rd. The Sandridge Road entrance to Anabelle Island will be closed starting this weekend. All traffic must use the Russell Road entrance/exit for the next several weeks. Eastbound and westbound traffic on Sandridge Road will NOT use the Russell/Sandridge intersection. All traffic will be diverted to the new roadway. Drivers can expect single-lane traffic with flaggers and intermittent stops. Expect delays and heavy congestion — use an alternate route if possible. Crews will be working day and night. Plan ahead, leave extra time, and drive carefully through the work zone.
- Update February 10, 2026- (3B phase of Project 3 connecting the east end of project #4 on Sandridge Road and runs through the roundabout to CR 209B). Crews continued the installation of stormwater structures and pipes, curbing, sub-base, and base material in the roundabout area while placing sod and fencing around the Sandridge Road pond site.
- Update February 12, 2026: TRAFFIC ALERT on Russell Road / Sandridge Road- Construction to tie in Russell Road and Sandridge Road began last weekend. The first phase will open the traffic circle for northbound and southbound traffic and provide access to CR 209B. Upcoming phases will include multiple traffic shifts, with flaggers directing traffic and patterns potentially changing daily. Expect delays. Work will occur during daytime and nighttime hours. Please use caution as crews work near traffic. The full transition to the new design is expected by March 7.
- Update January 23, 2026: TRAFFIC ALERT on Russell Rd. / Sandridge Rd. Starting February 5, 2026, the Sandridge Road entrance to Anabelle Island will be closed. All traffic must use the Russell Road entrance/exit for the next several weeks. Eastbound and westbound traffic on Sandridge Road will NOT use the Russell/Sandridge intersection. All traffic will be diverted to the new roadway. Drivers can expect single-lane traffic with flaggers and intermittent stops. Expect delays and heavy congestion — use an alternate route if possible.

Project Update January 22, 2026 – Phase Change: (Project 3, Phase 3B: Connecting the east end of Project #4 on Sandridge Road through the roundabout to CR 209B)- The contractor is preparing to switch phases on Russell Road, with work continuing on day and night shifts. Please stay alert for signage and crews working in tight areas.
Key Updates:
- Sandridge Entrance Closure (Feb 5): The Sandridge entrance to Anabelle Island will be closed for several weeks. All traffic must use the Russell Road entrance/exit. Traffic Diversion: Eastbound and westbound traffic on Sandridge will no longer use the Russell and Sandridge intersection and will be routed to the newly completed roadway, where traffic will operate in a single lane with flaggers controlling flow; expect delays and congestion, and use alternate routes if possible.
- Full Sandridge Reopening (Feb 10): Both lanes of the new roadway will open for eastbound and westbound traffic.
- Russell Road Traffic: North- and southbound traffic on Russell Road will continue to pass through the east side of the new roundabout and will not be affected by the changes.
Please drive carefully and follow posted signs while construction is ongoing.
- Project Update – January 15, 2026 (Project 3, Phase 3B: Connecting the east end of Project #4 on Sandridge Road through the roundabout to CR 209B)- Beginning January 15 at 6 pm, 24-hour construction will start at the traffic circle and surrounding areas on Russell Road and CR 209B. Anticipate lane closures and flagging operations for several days. Immediately following, crews will begin work on Russell Road. This second phase will involve 24-hour operations with flagmen and single-lane traffic for several days while roadway work is completed. The third phase will focus on the traffic circle and is anticipated to last approximately 60 days. Intermittent lane closures are expected during this phase, though specific schedules are not yet available. Motorists should expect delays and slow traffic throughout the project, and alternate routes are recommended when possible. Please use caution, as workers will be operating near active traffic.
- Update January 13, 2026- (3B phase of Project 3 connecting the east end of project #4 on Sandridge Road and runs through the roundabout to CR 209B). Crews are continuing work along the corridor, installing stormwater structures and pipes, sub-base, and base materials. Sub-base, base, and curbing have been placed in the roundabout, and sidewalk construction is ongoing along the east side of Russell Road.
- Project Update – December 23, 2025 (Project 3, Phase 3B: Connecting the east end of Project #4 on Sandridge Road through the roundabout to CR 209B)- Beginning January 12, construction will start at the traffic circle and surrounding areas on Russell Road / CR 209B. Work will first take place on CR 209B from Russell Road to the east end, and is expected to last 2–3 days. Immediately following, crews will begin work on Russell Road. This second phase will involve 24-hour operations with flagmen and single-lane traffic for several days while roadway work is completed. The third phase will focus on the traffic circle and is anticipated to last approximately 60 days. Intermittent lane closures are expected during this phase, though specific schedules are not yet available. Motorists should expect delays and slow traffic throughout the project, and alternate routes are recommended when possible. Please use caution, as workers will be operating near active traffic.
- Update December 11, 2025 (Project 3B) The entrance and exit lanes to the Anabelle Island subdivision off Sandridge Road will be closed for construction from January 19 – 26, 2026. All traffic will need to use the Russell Road entrance/exit.
- Update December 9, 2025- (3B phase of Project 3 connecting the east end of project #4 on Sandridge Road and runs through the roundabout to CR 209B). Crews continued installing stormwater structures and pipes, as well as sub-base and base material throughout the corridor. Asphalt was placed along the Sandridge section, allowing traffic to shift to the outer lanes while work progresses in the interior median. Sub-base, base material, and curbing were installed in the roundabout area, and sidewalk construction is underway along the east side of Russell Road.
- Update November 10, 2025- (3B phase of Project 3 Connecting the east-end of project #4 on Sandridge Road and runs through the roundabout to CR 209B). Crews performed most of their work during night shifts, continuing the installation of stormwater structures and pipes.
- Beginning November 3, crews will install sidewalk and curbing on Russell Road from Oak Stream Drive north to just past Sandridge Road. Anticipate daily lane closures with flaggers. Please slow down and use caution around the crews working close to the roadway.
- Update October 14, 2025 (3B phase of Project 3 Connecting the east-end of project #4 on Sandridge Road and runs through the roundabout to CR 209B). Crews are working primarily at night to complete the installation of stormwater structures and pipes.
- Beginning October 6 at 5:00 P.M. and through the rest of the month, crews are doing nighttime paving operations on Sandridge and Russell roads. There will be lane closures and flaggers. Please slow down and be cautious.
- Update September 9, 2025 (3B phase of Project 3 Connecting the east-end of project #4 on Sandridge Road and runs through the roundabout to CR 209B). Crews are working primarily at night to complete the installation of stormwater structures and pipes.
- Update August 12, 2025 (3B phase of Project 3)- CCUA has completed the reclaim and water line relocation work, and crews are continuing with the installation of stormwater structures and pipes. Anticipate delays for day and evening lane closures as crews work to install underground pipe crossings on Russell Road near the new roundabout at 209 and 209B and on Sandridge Road between Robinson Ranch and Annabelle subdivisions.
- Update July 8, 2025 (3B phase of Project 3)- The project schedule has been updated due to the extended delay in permitting. CCUA has completed the reclaim and water line relocation work, and crews are continuing with the installation of stormwater structures and pipes. Anticipate delays for day and evening lane closures as crews work to install underground pipe crossings on Russell Road near the new roundabout at 209 and 209B and on Sandridge Road between Robinson Ranch and Annabelle subdivisions. Choose an alternate route if possible.
- Update June 10, 2025 (3B phase of Project 3)- Crews continue the installation of stormwater structures and pipes, and CCUA water main and reclaim utility relocation work is ongoing. The project schedule has been adjusted to account for the permitting delay.
- May 15, 2025- 3B phase of Project 3 from Robinson Ranch Road to the new roundabout intersection with County Road 209B - Stormwater structure and pipe installation is ongoing. The project schedule is being adjusted to account for a prolonged delay in receiving the required permit.
- March 14, 2025- Ongoing work on the 3B phase of Project 3 from Robinson Ranch Road to the new roundabout intersection with County Road 209B includes clearing and grubbing for the roadway and pond sites and installing stormwater structures and drainpipes. Anticipate delays for day and evening lane closures beginning Monday, March 17th, and continuing for several weeks as crews work to install underground pipe crossings on Russell Road near the new roundabout at 209 and 209B and on Sandridge Road between Robinson Ranch and Annabelle subdivisions. Choose an alternate route if possible.
March 7, 2025- Work on the 3A phase of this project is complete, which included operational improvements at the intersections with Oak Stream Drive and Watkins Road. Ongoing work on the 3B phase of Project 3 from Robinson Ranch Road to the new roundabout intersection with County Road 209B includes clearing and grubbing for the roadway and pond sites and installing stormwater structures and drainpipes. Crews are working days, and some nights and weekends to complete the realignment of the intersections of CR209B & Sandridge Road with a roundabout. Expect daytime and evening lane closures with flagmen.
- October 28, 2024- Expect daytime and evening lane closures with flagmen beginning November 4 for road work on the 3B phase of Project 3 from Robinson Ranch Road to the new traffic circle intersection with County Road 209B. Work will take approximately 4 months to complete.
- October 11, 2024- Russel Road at CR209B- Crews are beginning traffic circle construction on Russel Road at County Road 209B. Clearing operations started October 11 and crews are installing underground pipes. Anticipate daily lane closures in this area for the duration of the project. Driver should also expect daytime and evening lane closures with flagmen beginning November 1 for road work. Work will take approximately 4 months to complete.

Access to Oak Stream Drive is closed on Russell Road for major road work, drainage, and sidewalk and crosswalk installation. The closure started on February 12. Residents will need to use the Sandridge Road entrance and exit. Emergency crews have full 24/7 access. The contractor has 180 days to complete the entire project in the area, and that entrance will be closed for a portion of that time frame. We'll update our community when it's back open. While this project was under development and again just before starting the field work County staff discussed this closure with emergency responders, the HOA, and the school district to ensure a smooth process before the project began. This current plan was determined to be the best way to get this project done as quickly and safely as possible.

- December 1, 2023 - This project will be completed in two phases with utility relocation and other preliminary work beginning in January ahead of the construction of the turn lanes at Watkins Road and Oak Stream Drive, and sidewalk work on the east side of the road. The second phase of construction is anticipated to start in summer 2024 and involves roadway realignment and traffic circle construction at the intersection of CR209B, CR209 (Russell Road), and CR739B (Sandridge Road). Motorists should expect daytime, single-lane closures once work begins.

County Road 218, Bonded Transportation Program project #1 (Middleburg) – Widen and reconstruct a 2.7-mile roadway from Masters Road to Pine Tree Lane into four lanes with a median, turn lanes, curbs, gutters, sidewalks, and bike lanes, and resurface the road from Cosmos Avenue to Pine Tree Lane. Drivers should expect lane closures, traffic shifts, and a 25 mph speed limit throughout the work zone. Crews may work at night to reduce daytime impacts and finish faster, which could cause temporary noise, vibration, and lighting for nearby residents. Project completion is expected in summer 2026.

County Road 220 widening and reconstruction Phase 1 and Phase 2 projects (Middleburg/Lakeside) – Phase 1 work began in December 2024 and includes intersection improvements at Rideout Ferry Road. Phase 2 work began on January 20, 2025, and includes the construction of a new four-lane bridge over Little Black Creek. Both phases are expected to be completed in late 2026, with detours in place throughout the project. Crews may work at night to reduce daytime impacts and finish faster, which could cause temporary noise, vibration, and lighting for nearby residents.
All businesses and residents will have full access to their properties. The County worked closely with emergency responders and the school district throughout the planning process.

Motorists should plan for delays and use alternate routes when possible. Starting January 19, phased paving will occur at the County Road 220/Henley Road intersection for approximately two weeks. All directions will remain open, but expect delays as traffic will be directed by flaggers. School crossings will continue as normal.

In Phase 1, County Road 220 will be widened to four lanes from Hollars Place to west of Henley Road, ending at Chief Ridaught Trail. This project includes intersection improvements at County Road 220 and Henley Road. Henley Road will not be closed during phase 1 work and traffic will continue to flow in both directions. Drivers can expect single-lane closures and traffic shifts during the work. The project is expected to take 15 months to complete.
- January 28, 2025- Clay Electric will set the utility pole at this intersection on the night of Thursday, January 30. Anticipate nighttime, single-lane closures on Henley Road from 6 PM to 6 AM. Watch for flaggers and expect delays.
- Road construction and intersection improvements at County Road 220 and Rideout Ferry Road began on January 6. Only local traffic will be able to access the road from the south end during the work.
Phase 2 includes widening County Road 220 to four lanes from east of Chief Ridaught Trail to Knight Boxx Road and a new four-lane bridge over Little Black Creek, along with signal updates at Knight Boxx Road and Blanding Boulevard to ease traffic congestion. Work began on January 20 and will take about 16 months to complete. Local traffic only. Bridge closure in effect.

CR 220 Phase 2 detour route description
Beginning February 11, drivers heading south on Blanding Boulevard can no longer make a U-turn at the Henley Road intersection to allow more time for drivers heading north on Henley Road to turn right onto Blanding Boulevard. CCSO is enforcing the no U-turn at this intersection.
- Eastbound traffic along County Road 220 at the Baxley Road intersection will be detoured north on Baxley Road, east on State Road 21, south on Knight Boxx Road, and east on County Road 220 through the left turn lane.
- Westbound traffic on County Road 220 at the Henley Road intersection will be detoured north onto Henley Road through the right turn lane on the northeast corner of the intersection, west onto State Road 21, and south onto Baxley Road to County Road 220.
- Westbound traffic on County Road 220 at the Knight Boxx Road intersection will be detoured north onto Knight Boxx Road, west onto State Road 21, south onto Henley Road, and west onto County Road 220.

Public Meeting -We collaborated with the engineering firm Eisman and Russo to hold a public meeting on Thursday, September 19th from 5:00 PM – 7:00 PM at RideOut Elementary School. The public had an opportunity to review project plans, view a presentation, and ask questions. County leaders were also be in attendance to help answer questions.

County Road 220 and Town Center Boulevard resurfacing (Fleming Island) — Crews began a resurfacing project on County Road 220 from U.S. 17 to Arena Road on April 1. Once the County Road 220 section is complete, crews will move to the Town Center Boulevard section of the project, from Eagle Harbor Parkway to East-West Parkway, which will take about two weeks to complete. Drivers should expect nighttime, single-lane closures, delays, and traffic shifts for up to six weeks total during construction.

County Road 315/ Cathedral Oak Parkway utility work (Green Cove Springs)- Anticipate daytime, single-lane closures on County Road 315 north to Cathedral Oak Parkway Monday through Saturday, from 9 a.m. to 6 p.m. for gas main installation work. We will update this notice when the work is complete.
Fifth Street boat ramp access closure (Keystone Heights)- The 5th Street Boat ramp access will be closed starting Friday, March 13, and will remain closed for approximately 180 days as crews work on the Lake Geneva Restoration Project.
Jefferson Avenue closure (Orange Park) - In June, 2025, the County’s Public Works Department closed off an area on Jefferson Avenue adjacent to Ridgeview Elementary School due to an unsafe subsurface structure. County officials made school leaders aware of the move, which is aimed at preventing vehicles from parking on the stretch. Pedestrian traffic is still permitted.
Old Jennings Road/ Long Bay Road new traffic signal and intersection improvements (Middleburg) – Crews began installing a new traffic signal and making improvements at the intersection of Old Jennings Road and Long Bay Road in Middleburg on March 2, 2026.
Drivers should anticipate daytime, single-lane closures and traffic shifts managed by flagging crews during the work. This is a busy area, especially during morning and afternoon peak hours. Drivers should slow down and follow all construction signs to ensure everyone’s safety.

Radar Road new construction (Fleming Island) – Crews will begin construction on the new two-lane road connecting Radar Road to Town Center Boulevard at the existing roundabout on Monday, April 6. Drivers should anticipate daytime, single-lane closures and flaggers directing traffic for up to 390 days.
Once completed, the project will provide a full connection from U.S. 17 to Town Center Boulevard and include bike lanes, curbs, gutters, and drainage improvements.

Blanding Boulevard Intersection Improvements from South of Wells Road to the Ortega River (Orange Park)- FDOT began a project to redesign the intersection of Blanding Boulevard (State Road 21) and Wells Road on Monday, August 4.
The project includes milling and resurfacing, base work, shoulder treatment, drainage improvements, curb and gutters, traffic signals, lighting, highway signing, bridges, sidewalks/bicycle path, and other incidental construction. No single lane closures on Blanding Boulevard and Wells Road will be allowed from 6 a.m. to 8 p.m. No double lane closures on Blanding Boulevard and Wells Road will be allowed from 5 a.m. to 10 p.m. The $8 million project is estimated for completion in fall 2026, weather and unforeseen circumstances permitting. State Road 16 resurfacing project (Green Cove Springs/Penney Farms) - Construction is scheduled to begin the week of January 5, 2026, on a project to resurface State Road 16 from State Road 21 to U.S. 17 (State Road 15).
Anderson Columbia Co., Inc. was awarded the contract to complete this $10 million project, which includes milling and resurfacing, base work, shoulder and driveway treatment, drainage improvements and utility adjustments, curb and gutters, sidewalks, highway signing, guardrail, signalization, and other incidental construction.
Traffic is being maintained in accordance with FDOT design standards throughout the project. No lane closures are allowed from 6 a.m. to 7 p.m. Monday through Sunday. No lane closures are allowed from 5:30 a.m. to 8 p.m. within 600 feet of a signalized intersection. On school days within 600 feet of a school zone, no lane closures are allowed from one hour before school begins to 30 minutes after school begins and one hour before school ends to 30 minutes after school ends.Work began on January 5, 2026, and project completion is expected in late 2026/early 2027, weather permitting.

FDOT began a $12.2 million roadway improvement and resurfacing project on U.S. 17 (State Road 15) from Oak Street to Black Creek in Green Cove Springs on September 29, 2025. Drivers can expect most construction operations to take place between 8 p.m. and 6 a.m. Sunday through Thursday. Intermittent construction operations can be expected during daytime hours between 7 a.m. and 3:30 p.m. Monday through Friday.

Background:
The project is designed to enhance traffic flow and reduce congestion, particularly for northbound traffic, and was developed in coordination with the City of Green Cove Springs as part of its Downtown Improvement Plan.
Key improvements include intersection upgrades at CR 209 (Russell Road), such as replacing the existing traffic signal, installing a new signal at Mahama Bluff Road, adding directional median islands, lengthening the northbound left-turn lane on U.S. 17, and improving roadway lighting. The project also includes modifying the median at Boivin Road and CR 209 by converting the full median opening into a directional median, allowing only southbound-to-eastbound turning movements from U.S. 17 to CR 209.
These enhancements will be coordinated with Clay County’s CR 209 widening project, which is currently in its early construction phase. Construction is expected to be completed by late 2026.
U.S. 17 (S.R. 15) from Eagle Harbor Parkway to Water Oak Lane resurfacing and intersection Improvements (Fleming Island) – This FDOT resurfacing and intersection improvement project includes median installation from Water Oak Lane to Village Square Parkway; adding a second travel lane for through traffic on Bald Eagle Road westbound to C.R. 220; adding a median island and two right turn slip lanes from U.S. 17 southbound to C.R. 220 westbound and installing sidewalk and crosswalk improvements; widening and adding second left turn lane from U.S. 17 northbound to East-West Parkway westbound and installing crosswalk and pedestrian signage improvements; widening and extending left and right turn lanes on U.S. 17 southbound at Eagle Harbor Parkway and adding a fourth travel lane for through traffic on U.S. 17 southbound. This project will be mostly completed at night. Drivers should expect lane closures and possible delays as the project continues.

FDOT First Coast Expressway South -State Road 23 from north of S.R. 16 to east of C.R. 209 (Green Cove Springs) - Construct 9.7 miles of new multi-lane, limited-access, toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, 15 new bridges, and two tolling facilities. Construction on this $180 million project began in April 2019 and is expected to be completed in mid- 2026.

FDOT update March 3, 2026- Southbound First Coast Expressway from State Road 16 to U.S. 17 to Close Overnight Monday. To accommodate paving operations, southbound First Coast Expressway (State Road 23) will close between State Road 16 and U.S. 17 overnight Monday, March 2.
The roadway will close at 10 p.m. and reopen by 5:30 a.m. Tuesday, March 3, weather and unforeseen circumstances permitting. All southbound traffic will be required to exit at State Road 16.

Delays, Ramp Closures Expected This Week at First Coast Expressway and State Road 16 Interchange
To accommodate paving operations, evening and early morning delays are expected at the State Road 16/First Coast Expressway interchange Wednesday, Dec. 17 through Friday, Dec. 19.
Delays will occur in both directions of State Road 16 at the First Coast Expressway from 7:30 to 8 p.m. each evening as well as from 4:30 to 6:30 a.m. each morning. During overnight paving operations, the exit from southbound First Coast Expressway to State Road 16 will also close intermittently. Portable message boards on the First Coast Expressway will indicate to motorists when the ramp closure is in place.

FDOT update August 8, 2025- First Coast Expressway to Open Saturday, Aug. 9 from Blanding Boulevard to U.S. 17
To alleviate congestion for commuters in Clay County, the Florida Department of Transportation will open a newly constructed segment of the First Coast Expressway (State Road 23) from Blanding Boulevard (State Road 21) to U.S. 17 on Saturday, Aug. 9.
Once open to traffic, the First Coast Expressway will help alleviate daily congestion on major roadways, including Blanding Boulevard, U.S. 17, State Road 16, County Road 220, Henley Road, Sandridge Road, Russell Road, and County Road 218. Approximately 5,000 to 8,000 daily trips will be diverted from these routes, easing strain on local infrastructure. Additionally, first responders will gain faster, more direct access to communities, improving response times and accelerating critical care delivery.
Because construction on the First Coast Expressway from north of State Road 16 to east of County Road 209 is not yet complete, some ramps will remain closed to traffic at this time, as shown in the graphic below.
Toll collection on the newly opened segment of the First Coast Expressway is expected to begin Sept. 15, 2025. Drivers can pay tolls using SunPass, another interoperable transponder, or TOLL-BY-PLATE. Toll rates for the First Coast Expressway are established by Florida’s Turnpike Enterprise and are available at www.FirstCoastExpressway.com.

The Clay County segment of the First Coast Expressway includes construction of new roadway from Blanding Boulevard in Middleburg running south and then east through Green Cove Springs and includes a new bridge over Black Creek. This segment is divided into a north project (north of State Road 21 to north of State Road 16) and a south project (north of State Road 16 to east of County Road 209). Sacyr Construction began construction on the $229 million north project in winter 2019 and is expected to complete the project by fall 2025. Superior Construction began work on the $180 million south project in spring 2019 and is expected to complete the project in mid-2026.

As part of First Coast Expressway construction, the planned traffic shift at the State Road 16/First Coast Expressway interchange is planned overnight on Wednesday, June 18. When completed, the shift will move the interchange into its final configuration as a diverging diamond interchange (DDI). One through lane will be open in each direction on State Road 16.

All ramps at the interchange will remain closed until this segment of the First Coast Expressway is opened to traffic, which FDOT anticipates to be this summer.
- The Florida Department of Transportation is closely monitoring traffic conditions at the new Diverging Diamond Interchange (DDI) at State Road 16 and the First Coast Expressway. While the new configuration is in place, peak-hour congestion remains a challenge due to high traffic volume and on-ramps that are not yet open. FDOT is evaluating potential signal timing adjustments to help improve traffic flow during these busy periods.
From FDOT: A diverging diamond interchange (DDI) is an interchange design in which the two directions of traffic on State Road 16 below the First Coast Expressway will briefly drive on the opposite side of the road. This intersection design creates significant improvements in safety, since long left turns crossing traffic lanes are eliminated and potential conflict points are reduced to 14 from the 26 found in traditional interchange designs.
Additionally, the DDI promotes efficiency with only two clearance intervals (the time for traffic signals to change from green to yellow to red) instead of the six or more found in other interchange designs. The DDI at State Road 16 will join the DDI at Henley Road and First Coast Expressway as the first of this kind in Clay County.
FDOT First Coast Expressway New St. Johns River Bridge (Green Cove Springs) – Work is underway on the third and final segment of the FCE, which includes a new four-lane bridge over the St. Johns River just south of where the Shands Bridge currently stands. The vertical clearance height of the new bridge will be 65 feet from the water line, compared to the existing 45 feet of clearance. The $595 million project starts in 2023 with expected completion in 2030.
March 11, 2026, FDOT Traffic Advisory – As part of bridge maintenance activities, lane closures with a flagging operation are now in place on the Shands Bridge and are expected to continue into the early morning hours of Thursday, March 12. Drivers should anticipate significant delays and use an alternate route if possible.

FDOT update Jan 6, 2026- An extended closure of the Shands Bridge (State Road 16) is planned this weekend for routine bridge maintenance. The bridge will close at 9 p.m. Friday, Jan. 9, and reopen by 4 a.m. Monday, Jan. 12. If an additional weekend is needed to complete the work, the same closure will be in place Friday, Jan. 16, through Monday, Jan. 19. During the closure, drivers should use the Buckman Bridge as a detour and plan additional time to reach their destinations. In conjunction with the bridge maintenance operation, project teams will also be completing accelerated paving work on Leonard C. Taylor Parkway (State Road 16) between MOBRO Marine and the Shands Bridge. Single lane closures will be in place in this area throughout the weekend, with access to residences and businesses in this area managed by a traffic flagger.

The first delivery of concrete piles for the new Shands Bridge floated down the St. Johns River on Thursday, Feb. 20. Thirteen 30-inch square piles traveled via barge from Gate Precast in Jacksonville to the First Coast Expressway construction site in Green Cove Springs. Deliveries from the facility will continue for the next several years, in addition to 60-inch cylinder piles being manufactured at Standard Precast in Savannah, Ga. In total, 924 concrete piles will be used to construct the new bridge just south of the existing Shands Bridge.
The joint venture team of Johnson Bros. Corporation and American Bridge was selected to complete the design-build project at a cost of approximately $595 million. Work began in November 2022 with completion estimated in 2030, weather and unforeseen circumstances permitting.
Highlights of the 9,300-foot bridge include
- Two 12-foot wide travel lanes in each direction
- 12-foot wide outside shoulders
- 12-foot, 8.5-inch wide shared use path on the northbound side of the bridge to accommodate pedestrians and bicyclists
- 65-foot vertical clearance to enhance opportunities for marine commerce in the region
- 70 mph speed limit
The bridge is a key component of the larger First Coast Expressway project, a 46-mile limited-access toll road that will cross parts of Duval, Clay and St. Johns counties. The First Coast Expressway will reduce congestion on other major roadways in the region, providing new options for daily commuters while delivering additional capacity for storm-related evacuations and other emergencies. U.S. 301 two miles south of Normandy Boulevard (Clay Hill/Maxville) - New asphalt test road sections are planned for installation on southbound U.S. 301, approximately two miles south of Normandy Boulevard, on Monday, Oct. 6, 2025. The installation will be completed by Friday, Nov. 14, weather and unforeseen circumstances permitting. During installation, a single lane closure of the outside lane of southbound U.S. 301 will occur. The lane will be closed for approximately one-half mile.

FDOT Update November 10, 2025- FDOT announced that drivers along US 301 should expect lane shifts and possible delays as the Pavement Testing Site adjusts test lane locations in the upcoming months.

The purpose of the asphalt test road is to provide insight into FDOT’s current asphalt pavement design practices and study the performance of new pavement marking materials to improve future design of state roadways.
