We update these projects as new information becomes available, which can be frequent, depending on the project.

Radar Road new construction (Fleming Island)- Crews will begin construction of a new two-lane roadway connecting Radar Road to Town Center Boulevard at the current roundabout in early 2026. Once complete, this project will fully connect U.S. 17 to Town Center Boulevard and include bike lanes, curbs and gutters, and drainage features.
Choctaw Trail sidewalk installation (Middleburg) – Crews have plans to install a new five-foot-wide sidewalk along Choctaw Trail from Chief Ridaught Trail to Apalachicola Boulevard in Middleburg as part of the County’s Community Development Block Grant program. The sidewalk will be approximately 2,000 feet long and include two ADA ramps. Drivers can anticipate daytime, single-lane closures and lane shifts once work begins. We'll update the start date for the project as the plans move forward.
Evergreen Lane sidewalk installation (Lakeside/Middleburg) – Crews have plans to install new sidewalks near Doctor’s Inlet Elementary School as part of the Safe Routes to School (SRTS) program. This community-supported initiative aims to enhance pedestrian and bicycle safety, making it easier and safer for students to walk or bike to school. The construction will start at Evergreen Lane and Knight Boxx Road, moving south along Lisa Dawn Drive, west on Mary Beth Drive, south on Rhonda Drive, east on Pinewood Boulevard North, and finally south on Pinewood Boulevard East, connecting with the existing sidewalk network. This new addition will enhance sidewalk connectivity and help ease school-related traffic congestion. Drivers should anticipate intermittent, daytime, single-lane closures and traffic shifts during construction. Work is anticipated to start in December 2025.
Jefferson Avenue sidewalk replacement (Orange Park) - Intermittent daily lane closures and a full sidewalk closure on Jefferson Avenue started June 3. Crews are replacing the sidewalk on Jefferson Avenue between Harrison Avenue and Washington Avenue. We will update this notice when the work is finished.
Old Hard Road sidewalk installation (Fleming Island)– Crews will be installing a new sidewalk on Old Hard Road from County Road 220 to Blue Heron Cove Drive beginning Tuesday September 30, 2025, and work is nearing completion. Indian River Drive will remain closed. Drivers should anticipate daytime, single-lane closures continuing the week of November 3.
County Road 209 (Russell Road) from Peters Creek Bridge to US 17, Bonded Transportation Program Project #2 (Lake Asbury)
Background
This project includes the design and reconstruction of the two-lane roadway into four lanes with a median, turn lanes, bike lanes, curb and gutter, and sidewalks on County Road 209 from County Road 315B to US 17, and from County Road 315 to south of Peters Creek Bridge. Drivers can expect single-lane closures and anticipate delays and weekend work. All work is estimated to be completed in Spring 2027. Please slow down and use caution around the crews working close to the roadway.
- Nighttime road work notice This project may involve nighttime construction activities to reduce daytime disruptions and complete the work faster. Residents in the area can expect increased noise levels or vibrations from machinery, as well as potential glare from temporary work lights near the site. We appreciate your understanding and patience during this time. Our team will make every effort to minimize inconvenience and complete the work as quickly and safely as possible.
Latest updates
- Update October 14, 2025- Traffic continued flowing on the North side, east of the railroad tracks, while crews continued the removal of the old asphalt roadway on the south side of this section of road. Crews also continued installing the storm-drain pipe along Russell Road, north of the CR315B intersection. A traffic switch is anticipated for December 10th (Phase 3 west of the RR tracks – work zone in the median). This project is on schedule for completion.
Previous updates
- Update September 9, 2025- With traffic now shifted to the north side of the east-west section of the project, crews have begun removing the old asphalt from the south side of this roadway segment. Crews are also installing storm drain pipes along Russell Road, north of the CR315B intersection.
- Starting September 30, the Russell Road (CR209) entrance to the RaceTrac gas station at US 17 and Russell Road will be closed for approximately eight months. Drivers will need to use the access off US Hwy 17.
- Update August 12, 2025- Cross-drain installation at Pond 2, along with embankment and base material placement between the railroad tracks and Pond 2, has been completed. Base course pavement has been placed on the north side of CR 209, and traffic has been shifted to this newly constructed section. Crews are continuing to install stormwater drainpipes, sidewalks, and curbing along the north side of the roadway.

On Saturday, August 2, there will be a one-day road closure and detour on County Road 209 from Russell Road to US 17, from 7:30 AM to 5 PM, for a construction phase switch. Drivers will be detoured along County Road 315B and County Road 315.
- Update July 8, 2025- Crews are currently installing stormwater drainpipes and curbing along the north side of County Road 209. Cross-drain installation at Pond Site 2 has been completed, and work is now progressing on the embankment and base between the railroad tracks and Pond Site 2. Upcoming tasks at Pond Site 2 include installing cut-off walls and completing the final grading. Weather permitting, final pavement on the north side of County Road 209 is scheduled for the week of July 21.

Update July 3, 2025- Anticipate a traffic shift on County Road 209 beginning July 12 for neighborhood access road work. The dedicated eastbound left turn lane into the Edgewater Landing neighborhood will be temporarily removed. Vehicles will still be able to turn left into the neighborhood from the through travel lane. Work will take approximately two weeks to complete.
- June 10, 2025- The project remains on schedule for completion. Crews are installing stormwater pipes on the north side of the road and backfilling over the pipes. The removal of unsuitable materials continues along with the placing of base materials and limestone for the final pavement work.
- May 15, 2025- Stormwater drainpipe installation continues on the north side of CR209, along with backfilling over the pipes. Crews are also removing unsuitable materials and placing base materials and limestone in preparation for final paving. The project remains on schedule. Drivers can expect delays and weekend work as well.
- May 8, 2025- Beginning May 5th, drivers can expect single-lane closures on Russell Road for drainage and utility work. Drivers can expect delays and weekend work as well.
- April 11, 2025- Crews are continuing stormwater installation on the north side of County Road 209 and continue backfilling over the piles, placing base materials, and final pavement. A traffic shift onto the new temporary pavement is also in place.
- March 14, 2025- Work on County Road 209 from Peters Creek Bridge to US 17 is continuing with stormwater drainpipe installation on the north side of the road, and backfilling over pipes in preparation for base work and the final pavement application has begun. Crews are also placing temporary fill in preparation for temporary pavement on the south side of CR 209 and milling the southbound lanes of Russell Road.
- February 14, 2025- Work on County Road 209 from Peters Creek Bridge to US 17 is continuing with the placement of stormwater drainpipes between the railroad crossing and US 17, installing the final asphalt and curbing on County Road 209 at the railroad crossing, and placing temporary asphalt on Russell Road.
- January 5, 2025- The road closure and detour on County Road 209 at the CSX railroad tracks have been removed and the newly configured railroad track crossing is open to traffic. The temporary traffic signal and turn lane will remain in place at the intersection of County Road 315 and 315B. Please slow down and drive with caution in this area.
- November 26, 2024- CSX will finish their work on the railroad crossing by December 7 and the contractor will continue the CSX area upgrades and start paving on December 9. Electrical work on the final signal pole and the intersection signal work is anticipated to be completed and inspected by January 13. Crews are set to end the detour and move to the next phase on January 15.
- October 10, 2024- A road closure and detour began on September 9 on County Road 209 at the CSX railroad tracks to adjust the road profile to accommodate wider travel lanes. Local traffic ONLY- residents will have full access to their property during the work. Through traffic will be detoured 1.5 miles along County Road 315 and County Road 315B back to County Road US Highway 17. A temporary traffic signal and turn lane will be in place at the intersection of County Road 315 and 315B. Expect heavy delays and choose an alternate route if possible.
- August 15, 2024- Crews began reconstruction work to establish a new turn lane and traffic signal at the intersection of County Road 315 and County Road 315B the week of August 5. Crews will be resurfacing the roadway around this intersection September 2-8. Anticipate daily, intermittent lane closures beginning at 9:30 am for approximately six weeks. Watch for flaggers.
- August 9, 2024- A road closure and detour begins September 9 on County Road 209 at the CSX railroad tracks to adjust the road profile to accommodate wider travel lanes. Local traffic ONLY- residents will have full access to their property during the work. Through traffic will be detoured 1.5 miles along County Road 315 and County Road 315B back to US Hwy 17. A temporary traffic signal and turn lane will be in place at the intersection of County Road 315 and 315B. Expect heavy delays and choose an alternate route if possible. Work is anticipated to take up to eight weeks to complete.
- August 2, 2024- Crews will begin reconstruction work to establish a new turn lane at the intersection of County Road 315 and County Road 315B the week of August 5. Anticipate daily, intermittent lane closures for the next six weeks. Lane closures will begin at 7 a.m. prior to the start of school and at 9:30 a.m. once school is back in session.
- July 10, 2024- There will be a one-day westbound traffic detour on County Road 209 from US 17 to Revels Road on Saturday, July 20 from 7 a.m. to 4 p.m. During construction, drivers will be detoured on County Road 315.
- June 27, 2024- Anticipate intermittent, single-lane closures daily from 7 a.m. to 5:30 p.m. from U.S. Hwy 17 to Peters Creek Bridge for road work.
- June 21, 2024-There will be a one-day westbound traffic detour on County Road 209 from US 17 to Revels Road on Saturday, June 29. During construction, drivers will be detoured on County Road 315 to the south.
- June 11, 2024- Anticipate daily, single-lane closures from 7 a.m. to 5:30 p.m. on the east side of County Road 209 from the railroad tracks to Peters Creek Bridge beginning June 19. Work will take about two weeks to complete.
- May 31, 2024- There will be a one-day westbound traffic detour on County Road 209 from US 17 to Revels Road on Saturday, June 22. Drivers will be detoured on County Road 315 to the south while crews set up for drainage system installation.
- May 3, 2024- Construction begins on May 13th with drainage pipe installation throughout the project area. Anticipate daily, single-lane closures and watch for flaggers. Please slow down and use caution around the crews working close to the roadway.
- March 28, 2024- Anticipate daily intermittent, single-lane closures on County Road 209 between the railroad tracks and U.S. 17 for road work. Watch for flaggers. Drivers can also expect trucks entering and exiting the roadway.
- February 27, 2024- Preliminary clearing and grubbing work on the west side of Russell Road begins on March 1 and continues the week of March 4th. Anticipate temporary lane closures from 9 a.m. to 3 p.m. on Russell Road at the intersection of County Road 315 and going northbound. Watch for flaggers.
- January 30, 2024- Preliminary work to install drainage structures and for clearing and grubbing operations begins on February 12. No lane closures will be in place, but motorists can expect trucks entering and leaving the roadway.
- January 5, 2024 - Pond construction and clearing is anticipated to begin in mid-January and motorists can expect single-lane closures and flagging operations once work begins.
- December 15, 2023- Construction is anticipated to begin in early to mid-January and motorists can expect single-lane closures and flagging operations once work begins. Trucks and equipment will also be entering and exiting the work site.
- December 1, 2023 - Land clearing is anticipated to begin in early January and motorists can expect trucks and equipment entering and exiting the work site.
- November 17, 2023- Utility relocation work may begin as early as November 2023, with roadway construction beginning in January 2024.
County Road 209 (Russell Road) from Sandridge Road to Peters Creek Bridge, Bonded Transportation Program project #3, A & B (Lake Asbury)
Background
Project 3A includes the completed operational improvements at the intersections of Oak Stream Drive and County Road 209 and Watkins Road and County Road 209, including sidewalk installation.
Project 3B includes the widening and realignment of the east end of Sandridge Road (CR739B) with County Road 209B and operational improvements at the intersection of County Road 209 and County Road 209 B. All work is anticipated to be completed in the fall of 2025. Motorists should expect a 25 mph low-speed zone and overnight single-lane closures from 5:30 PM to 5:30 AM in the work zone. Please slow down and use caution around the crews working close to the roadway.

- Update October 23, 2025 (3B phase of Project 3 Connecting the east-end of project #4 on Sandridge Road and runs through the roundabout to CR 209B).
Upcoming Construction Notice – Anabelle Island & Cross Creek Subdivisions: Beginning October 23 and continuing through November 5, 2025, crews will begin excavation and installation of the asphalt base and structure in front of the Anabelle Island and Cross Creek subdivisions. Both Sandridge entrances will remain open throughout the project; however, traffic will be reduced to a single lane and managed by flaggers. Residents and emergency services will have full access at all times. Please expect delays in the area. To avoid congestion, we recommend using the Russell Road entrances during construction.
- Beginning November 3, crews will install sidewalk and curbing on Russell Road from Oak Stream Drive north to just past Sandridge Road. Anticipate daily lane closures with flaggers. Please slow down and use caution around the crews working close to the roadway.
Previous Updates:
- Update October 14, 2025 (3B phase of Project 3 Connecting the east-end of project #4 on Sandridge Road and runs through the roundabout to CR 209B). Crews are working primarily at night to complete the installation of stormwater structures and pipes.
- Beginning October 6 at 5:00 P.M. and through the rest of the month, crews are doing nighttime paving operations on Sandridge and Russell roads. There will be lane closures and flaggers. Please slow down and be cautious.
- Update October 2, 2025 (3B phase of Project 3 Connecting the east-end of project #4 on Sandridge Road and runs through the roundabout to CR 209B). Crews are working primarily at night to complete the installation of stormwater structures and pipes.
- Update August 12, 2025 (3B phase of Project 3)- CCUA has completed the reclaim and water line relocation work, and crews are continuing with the installation of stormwater structures and pipes. Anticipate delays for day and evening lane closures as crews work to install underground pipe crossings on Russell Road near the new roundabout at 209 and 209B and on the east end of Sandridge Road between Robinson Ranch and Annabelle subdivisions.
- Update July 8, 2025 (3B phase of Project 3)- The project schedule has been updated due to the extended delay in permitting. CCUA has completed the reclaim and water line relocation work, and crews are continuing with the installation of stormwater structures and pipes. Anticipate delays for day and evening lane closures as crews work to install underground pipe crossings on Russell Road near the new roundabout at 209 and 209B and on Sandridge Road between Robinson Ranch and Annabelle subdivisions. Choose an alternate route if possible.
- June 10, 2025 (3B phase of Project 3)- Crews continue the installation of stormwater structures and pipes, and CCUA water main and reclaim utility relocation work is ongoing. The project schedule has been adjusted to account for the permitting delay.
- May 15, 2025- 3B phase of Project 3- Anticipate delays for day and evening lane closures beginning March 17th, and continuing for several weeks as crews work to install underground pipe crossings on Russell Road near the new roundabout at 209 and 209B and on Sandridge Road between Robinson Ranch and Annabelle subdivisions. Choose an alternate route if possible.
- March 14, 2025- Ongoing work on the 3B phase of Project 3 from Robinson Ranch Road to the new roundabout intersection with County Road 209B includes clearing and grubbing for the roadway and pond sites and installing stormwater structures and drainpipes. Anticipate delays for day and evening lane closures beginning Monday, March 17th, and continuing for several weeks as crews work to install underground pipe crossings on Russell Road near the new roundabout at 209 and 209B and on Sandridge Road between Robinson Ranch and Annabelle subdivisions. Choose an alternate route if possible.
- March 7, 2025- Work on the 3A phase of this project is complete, which included operational improvements at the intersections with Oak Stream Drive and Watkins Road. Ongoing work on the 3B phase of Project 3 from Robinson Ranch Road to the new roundabout intersection with County Road 209B includes clearing and grubbing for the roadway and pond sites and installing stormwater structures and drainpipes. Crews are working days, and some nights and weekends to complete the realignment of the intersections of CR209B & Sandridge Road with a roundabout. Expect daytime and evening lane closures with flagmen.
- October 28, 2024- Expect daytime and evening lane closures with flagmen beginning November 4 for road work on the 3B phase of Project 3 from Robinson Ranch Road to the new traffic circle intersection with County Road 209B. Work will take approximately 4 months to complete.
- October 11, 2024- Russel Road at CR209B- Crews are beginning traffic circle construction on Russel Road at County Road 209B. Clearing operations started October 11 and crews are installing underground pipes. Anticipate daily lane closures in this area for the duration of the project. Driver should also expect daytime and evening lane closures with flagmen beginning November 1 for road work. Work will take approximately 4 months to complete.
- September 13, 2024- Anticipate intermittent, single-lane closures on County Road 209 (Russell Road) at Watkins Road and Oak Stream Drive for the final work on phase 3A of project 3. Construction is ongoing for the 3B phase of Project 3 from Robinson Ranch Road to the new traffic circle intersection with County Road 209B. Anticipate daily lane closures in this area for the duration of the project. Please slow down and use caution around the crews working close to the roadway. Motorists should expect a 35-mph low-speed zone in the work area.
- August 16, 2024- Anticipate daily, intermittent, single-lane closures on Russell Road at the intersections of Oak Stream Drive and Watkins Road for road work.
- July 26, 2024- Anticipate daily, single-lane closures on Russell Road at the intersections of Oak Stream Drive and Watkins Road for road work. Crews will be paving the roadway at Russel Road, Watkins Road, and Oak Stream Drive July 31 through August 2, weather permitting. Anticipate lane shifts and intermittent lane closures beginning each day at 7 a.m. Work will start on Russell Road at CR 209B and move south to Oak Stream Drive. Expect delays. Anticipate lane shifts and temporary lane closures beginning each day at 7 a.m. Expect delays.
- June 27, 2024- Anticipate daily, single-lane closures on Russell Road at the intersections of Oak Stream Drive and Watkins Road the week of July 29 for road work.
- June 10, 2024- Construction began on June 11 for the 3B phase of Project 3 from Robinson Ranch Road to the new traffic circle intersection with County Road 209B. Anticipate daily lane closures in this area for the duration of the project.
- May 23, 2024- The first layer of pavement is complete at Russell Road and Oak Stream Drive and crews anticipate being able to open the Oak Stream Drive access gate on evenings and weekends beginning on May 24. The gate will remain closed and locked on workdays while the project is underway.
- May 22, 2024- Anticipate daytime, single-lane closures with flaggers beginning May 28th and continuing for up to one week on Russell Road and Watkins Road. Lane closures are also continuing for an extended period on Russell Road and Oak Stream Drive.
- May 7, 2024- Anticipate daytime, single-lane closures with flaggers beginning May 20th and continuing for up to one week on Russell Road from Sandridge Road to County Road 209B. Please slow down and use caution around the crews working close to the roadway.
- April 4, 2024- Anticipate daytime single-lane closures for sidewalk installation on the east side of Russell Road.
- March 28, 2024- Anticipate intermittent lane closures daily for drainage work at Watkins Road.
- March 22, 2024- Crews will be installing drainage pipes at Watkins Road this week. Anticipate single-lane closures and flagging operations on Monday, March 25, from 9 a.m. to 3 p.m.; Tuesday, March 26 from 7 p.m. through Wednesday, March 28 at 6 a.m.; and again, on March 28, from 9 a.m. to 3 p.m.
March 7, 2024- Both travel lanes on Russell Road near Oak Stream drive are open to traffic. - February 29, 2024-Anticipate daytime single-lane closures on Russell Road at the Oak Stream entrance continuing for up to three weeks to expand the shoulder to set up the permanent MOT for the roadway work. Watch for flaggers. Motorists should expect a 35-mph low-speed zone in the work area.
Access to Oak Stream Drive is closed on Russell Road for major road work, drainage, and sidewalk and crosswalk installation. The closure started on February 12. Residents will need to use the Sandridge Road entrance and exit. Emergency crews have full 24/7 access. The contractor has 180 days to complete the entire project in the area, and that entrance will be closed for a portion of that time frame. We'll update our community when it's back open. While this project was under development and again just before starting the field work County staff discussed this closure with emergency responders, the HOA, and the school district to ensure a smooth process before the project began. This current plan was determined to be the best way to get this project done as quickly and safely as possible.

January 19, 2024-Access to Oak Stream Drive will be closed on Russell Road beginning February 12, for sidewalk and crosswalk installation. Residents will need to use the Sandridge Road entrance and exit. Emergency crews will have full access. The contractor has 180 days to complete the entire project in the area, and that entrance will be closed for a portion of that. We’ll have a concrete time frame in the upcoming days, and we’ll release that to our community.
- January 11, 2024- Motorists should expect single-lane closures and a 35-mph low-speed zone in the work area. Access to Oak Stream Drive will be closed on Russell Road beginning February 12, for sidewalk and crosswalk installation. Residents will need to use the Sandridge Road entrance and exit. Emergency crews will have full access. Work will take up to 180 days to complete.
- January 5, 2024 - Road construction is estimated to begin on February 12. The speed limit will be lowered to 35 mph throughout the work zone. Please slow down and use caution around workers.
- December 15, 2023- Construction on the turn lane at Oak Stream Drive is anticipated to begin in early February. Motorists should expect single-lane closures in the work zone and a temporary closure and detour at Oak Stream Drive for sidewalk and crosswalk installation. Emergency crews will have full access.
- December 1, 2023 - This project will be completed in two phases with utility relocation and other preliminary work beginning in January ahead of the construction of the turn lanes at Watkins Road and Oak Stream Drive, and sidewalk work on the east side of the road. The second phase of construction is anticipated to start in summer 2024 and involves roadway realignment and traffic circle construction at the intersection of CR209B, CR209 (Russell Road), and CR739B (Sandridge Road). Motorists should expect daytime, single-lane closures once work begins.
- November 17, 2023- Construction on the fist phase of the project includes adding turn lanes on County Road 209 at Watkins Road and Oak Stream Drive and sidewalk work. Motorists should expect daytime, single-lane closures once work begins. This phase is anticipated to begin after the first of the year with completion by fall 2024.
- October 13, 2023- Phase one construction includes adding turn lanes on Russell Road at Watkins Road and Oak Stream Drive and sidewalk work. Motorists should expect daytime, single-lane closures once work begins.
County Road 216 (CR315) Bonded Transportation Program Project #6A, (Green Cove Springs/Lake Asbury)
Background
This project involves construction of the eastern section of County Road 216, Cathedral Oak Parkway, from Maryland Avenue to US 17. Future plans for this project will create a 4-lane roadway connection from US 17 to BTP project 6B, connecting to the First Coast Expressway. Permitting and design work is well underway, and crews have completed preliminary utility location work in this area. The road construction start date is yet to be determined.

- June 10, 2025- County staff continues to work with the Army Corps of Engineers through the permitting process.
Previous update
- February 14, 2025- Anticipate daytime, single-lane closures on County Road 315 from Maryland Avenue to U.S. Hwy 17 on February 19 and 20 from 9 AM to 5 PM for preliminary utility location work to prepare for future construction of the eastern section of the County Road 216, Cathedral Oak Parkway First Coast Expressway connector road.
County Road 218, Bonded Transportation Program project #1 (Middleburg)
Background
This project involves reconstructing and widening the 2.7-mile section of roadway from Masters Road to Pine Tree Lane into four lanes, adding a median, turn lane, curbs, gutters, sidewalks, and bike lanes, and resurfacing from Cosmos Avenue to Pine Tree Lane.
The westbound temporary pavement will remain in place until the underground stormwater pipe and utility relocation work is complete. The speed limit is 25 mph throughout the work zone. Please slow down and respect the safety of our workers.

County Road 220/Lakeshore Drive W traffic signal work/Arena Road (Fleming Island)
Anticipate daytime and nighttime, single-lane closures at the intersection of County Road 220 and Lakeshore Drive West for traffic signal work. The project involves setting new poles and could take up to 12 months to complete.

- Update October 22, 2025 - Paving operations are nearing completion, with the final asphalt topping layer and pavement marking scheduled for installation the week of November 3, 2025. The traffic signal at the intersection of County Road 220 and Lakeshore Drive West is fully operational. Crews are continuing with concrete work throughout the project area for sidewalk and ADA ramp installation. The contract completion date for this project is February 26, 2026, but work is ahead of schedule.

- Arena Road: Safety improvements are underway at Old Hard Road and Lakeshore Drive West at County Road 220. Drivers can no longer make a left turn from Arena Road onto County Road 220, and will need to make a U-turn where posted. A public meeting on the County Road 220 at Lakeshore Drive West, Florida DOT safety grant project was held on Monday, October 18, 2021, at 6:00 pm at the Fleming Island Library. The public meeting notice was sent to 3,274 subscribers and posted on the County website calendar. The press release was also posted on the County website, and the social media team made a post with reminders as the date approached.
County Road 220 Widening and Reconstruction Phase 1 and Phase 2 projects (Middleburg/Lakeside)
Background
Crews began Phase 1 of the lane widening and reconstruction project on County Road 220 the week of December 16, 2024, which includes intersection improvements at Rideout Ferry Road. Phase 2 work, including a new four-lane bridge over Little Black Creek, began on January 20, 2025. Drivers can expect detours that will continue for the duration of the project. All businesses and residents will have full access to their properties. The County worked closely with emergency responders and the school district throughout the planning process. Both phases are expected to be completed in late 2026.
- Nighttime road work notice This project may involve nighttime construction activities to reduce daytime disruptions and complete the work faster. Residents in the area can expect increased noise levels or vibrations from machinery, as well as potential glare from temporary work lights near the site. We appreciate your understanding and patience during this time. Our team will make every effort to minimize inconvenience and complete the work as quickly and safely as possible.

- Update August 12, 2025- Work on County Road 220 from Knight Boxx Road to Hollars Place at the Henley Road intersection is about 45% complete. The drainage work on Rideout Ferry Road is complete. Drainage work on the east side of Henley Road is ongoing and expected to be completed on schedule. Over half of the new bridge deck has been poured. Work is anticipated to ramp up near the Joe Johns Road intersection with County Road 220. Drivers should expect lane closures and possible delays as the project continues.
- Update July 16, 2025- Starting July 16, northbound Henley Road at County Road 220 will only have one lane open. Additionally, the northbound right through lane will be closed until further notice. Northbound drivers on Henley Road will have one lane at that intersection to travel through. Please drive slowly and carefully through this active construction zone.
- Update July 8, 2025- The old CR 220 bridge has been completely removed, and construction of the new bridge is well underway. Project description
Phase 1- County Road 220 will be widened to four lanes from Hollars Place to west of Henley Road, ending at Chief Ridaught Trail. This project includes intersection improvements at County Road 220 and Henley Road. Henley Road will not be closed during phase 1 work and traffic will continue to flow in both directions. Work began the week of December 16, 2024. Drivers can expect single-lane closures and traffic shifts during the work. Only local traffic will be able to access the road from the south end during the work.
Phase 2 - includes widening County Road 220 to four lanes from east of Chief Ridaught Trail to Knight Boxx Road and a new four-lane bridge over Little Black Creek, along with signal updates at Knight Boxx Road and Blanding Boulevard to ease traffic congestion. Work began on January 20, 2025. Local traffic only. Bridge closure in effect.
CR 220 Phase 2 detour route description
Beginning February 11, drivers heading south on Blanding Boulevard can no longer make a U-turn at the Henley Road intersection to allow more time for drivers heading north on Henley Road to turn right onto Blanding Boulevard. CCSO is enforcing the no U-Turn at this intersection.
- Eastbound traffic along County Road 220 at the Baxley Road intersection will be detoured north on Baxley Road, east on State Road 21, south on Knight Boxx Road, and east on County Road 220 through the left turn lane.
- Westbound traffic on County Road 220 at the Henley Road intersection will be detoured north onto Henley Road through the right turn lane on the northeast corner of the intersection, west onto State Road 21, and south onto Baxley Road to County Road 220.
- Westbound traffic on County Road 220 at the Knight Boxx Road intersection will be detoured north onto Knight Boxx Road, west onto State Road 21, south onto Henley Road, and west onto County Road 220.
- January 28, 2025- Clay Electric will set the utility pole at this intersection on the night of Thursday, January 30. Anticipate nighttime, single-lane closures on Henley Road from 6 PM to 6 AM. Watch for flaggers and expect delays.
- Road construction and intersection improvements at County Road 220 and Rideout Ferry Road began on January 6. Only local traffic will be able to access the road from the south end during the work.
Public Meeting -We collaborated with the engineering firm Eisman and Russo to hold a public meeting. The public had an opportunity to review project plans, view a presentation, and ask questions. County leaders were also be in attendance to help answer questions.

County Road 315/ Cathedral Oak Parkway utility work (Green Cove Springs)- Anticipate daytime, single-lane closures on County Road 315 north to Cathedral Oak Parkway Monday through Saturday, from 9 a.m. to 6 p.m. for gas main installation work. We will update this notice when the work is complete.
Jefferson Avenue closure (Orange Park) - In June the County’s Public Works Department closed off an area on Jefferson Avenue adjacent to Ridgeview Elementary School due to an unsafe subsurface structure. County officials made school leaders aware of the move, which is aimed to prevent vehicles from parking on the stretch. Pedestrian traffic is still permitted.
Live Oak Lane/Old Jennings Road (Middleburg)
Background
This project includes the construction of a new 3.5-mile, 12-foot-wide multi-use trail extending from Live Oak Lane/Old Jennings Road, along Long Bay Road, to the State Road 21 intersection. Work began on April 2 and is expected to be completed in 345 days.

- Update October 14, 2025- The project is progressing well and remains on schedule. Base material for the trail has been placed, and Clay Electric has completed most of the utility work. The trail portion of the project was paved recently, and work continues on the dirt road paving portion.

Update February 12, 2025- During the February 11 BCC Meeting, Commissioners awarded RFB No. 24/25-008, Greenway Trail and Paving Project to Besch and Smith Civil Group Inc. in the amount of $2.4 million for the construction of the North Florida Greenway Trail running from Live Oak Lane to the entrance to Jennings State Forest and includes the paving of Live Oak Lane. Preliminary utility relocation work is anticipated to begin in a few weeks and all work is expected to be completed in 345 days. This project is partially funded by the Florida Department of Transportation.
- Update September 19, 2024- All right-of-way acquisitions are in place and the County will be moving forward with selecting a roadway contractor and construction will start soon thereafter.
- As of Tuesday, September 3, 2024, Clay County is awaiting the final acquisition of the right-of-way for the Live Oak Lane paving project. One resident has not agreed to the terms of the acquisition. Upon receipt of the final agreement, the County will begin selecting a roadway contractor and the construction will begin soon thereafter.
- October 13, 2023- This project is in the right-of-way acquisition phase. If all adjacent property owners agree to provide the necessary right of way for the installation of the 12-foot paved, multipurpose Sun Trail, road paving and trail installation could begin in spring 2024. The Clay County Board of County Commissioners is excited to announce that the County has been awarded funding from the State of Florida to make improvements to Live Oak Lane, as requested by numerous Live Oak Lane residents. The improvements authorized by the State include paving the road and the requirement that a sidewalk be installed concurrently with the road paving. To satisfy the State's funding requirements and meet all road and safety standards, the County needs to acquire an additional 20' of each property that runs parallel to Live Oak Lane. The needed 20' is currently within an easement on each property for electrical lines that run along the Live Oak Lane portion of each property.
Betsy Condon, District 4 Commissioner, hosted a public meeting on Thursday, July 13, 2023, at the Middleburg/Clay Hill Library, 2245 Aster Ave, Middleburg, FL, 32068, for the property owners to ask any questions and provide input.

Walburg Street (Green Cove Springs)- Walburg Street closed on Monday, January 6, and will remain closed for approximately 12 months during the construction of the new Clay County Economic and Development Services building.
Blanding Boulevard Intersection Improvements from South of Wells Road to the Ortega River (Orange Park)- FDOT began a project to redesign the intersection of Blanding Boulevard (State Road 21) and Wells Road on Monday, August 4.
The project includes milling and resurfacing, base work, shoulder treatment, drainage improvements, curb and gutters, traffic signals, lighting, highway signing, bridges, sidewalks/bicycle path, and other incidental construction. No single lane closures on Blanding Boulevard and Wells Road will be allowed from 6 a.m. to 8 p.m. No double lane closures on Blanding Boulevard and Wells Road will be allowed from 5 a.m. to 10 p.m. The $8 million project is estimated for completion in summer 2026, weather and unforeseen circumstances permitting.
Drivers should expect lane closures and possible delays as the project continues. Resurfacing operations for the western portion of Orange Park Northway is scheduled to begin around October 10, 2025. Utility locates and signal pole installations are in progress.

Overnight Ramp Closures at I-295 and U.S. 17 Interchange Planned Nov. 2-6
As part of interchange improvements at I-295 and U.S. 17, overnight ramp closures are planned Sunday, Nov. 2 through Thursday, Nov. 6, weather and unforeseen circumstances permitting. Ramps will close at 9 p.m. and reopen by 6 a.m. the following morning. Not all ramps will be closed simultaneously, and no closures causing conflicting detours will be permitted.
- I-295 North ramp to U.S. 17 closed: Drivers will continue north on I-295, exit at Blanding Boulevard and use I-295 South to access U.S. 17.
- Northbound U.S. 17 ramp to I-295 North closed: Drivers will continue north on U.S. 17, make a U-turn at Collins Road and use southbound U.S. 17 to access I-295 North.
- Northbound U.S. 17 ramp to I-295 South closed: Drivers will take northbound I-295 to Blanding Boulevard to access I-295 South.
- Southbound U.S. 17 ramp to I-295 North closed: Drivers will continue on southbound U.S. 17, make a U-turn at Old Orange Park Road and use northbound U.S. 17 to access I-295 North.
- I-295 South ramp to U.S. 17 closed: Drivers will continue on I-295 South across the Buckman Bridge, exit at San Jose Boulevard (State Road 13) North and take I-295 North to access U.S. 17.
- Southbound U.S. 17 ramp to I-295 South closed: Drivers will continue on southbound U.S. 17, make a U-turn at Old Orange Park Road and use northbound U.S. 17 to access I-295 South.

FDOT Update Sept. 5- As part of interchange improvements at I-295 and U.S. 17, the traffic signals and roadway striping at U.S. 17 and Wells Road will be placed into their final configuration overnight Sunday, Sept. 7. Once these changes are implemented, roadway striping on eastbound Wells Road will provide for one left turn lane onto northbound U.S. 17, one through lane across U.S. 17 and one right turn lane onto southbound U.S. 17. Drivers are urged to use additional caution in the area as they become familiar with the new configuration. Superior Construction is expected to complete the $30.5 million interchange improvements and resurfacing project by fall 2025, weather and unforeseen circumstances permitting.
U.S. 17 (SR 15) Roadway Improvements – Oak Street to Black Creek Bridge (Green Cove Springs)
FDOT began a $12.2 million roadway improvement and resurfacing project on U.S. 17 (State Road 15) from Oak Street to Black Creek in Green Cove Springs on Monday, September 29.
- Drivers can expect most construction operations to take place between 8 p.m. and 6 a.m. Sunday through Thursday. Intermittent construction operations can be expected during daytime hours between 7 a.m. and 3:30 p.m. Monday through Friday.
Background:
The project is designed to enhance traffic flow and reduce congestion, particularly for northbound traffic, and was developed in coordination with the City of Green Cove Springs as part of its Downtown Improvement Plan.
Key improvements include intersection upgrades at CR 209 (Russell Road), such as replacing the existing traffic signal, installing a new signal at Mahama Bluff Road, adding directional median islands, lengthening the northbound left-turn lane on U.S. 17, and improving roadway lighting. The project also includes modifying the median at Boivin Road and CR 209 by converting the full median opening into a directional median, allowing only southbound-to-eastbound turning movements from U.S. 17 to CR 209.
These enhancements will be coordinated with Clay County’s CR 209 widening project, which is currently in its early construction phase. Construction is expected to be completed by late 2026.
U.S. 17 (S.R. 15) from Eagle Harbor Parkway to Water Oak Lane to (Fleming Island) – This FDOT resurfacing and intersection improvement project includes median installation from Water Oak Lane to Village Square Parkway; adding a second travel lane for through traffic on Bald Eagle Road westbound to C.R. 220; adding a median island and two right turn slip lanes from U.S. 17 southbound to C.R. 220 westbound and installing sidewalk and crosswalk improvements; widening and adding second left turn lane from U.S. 17 northbound to East-West Parkway westbound and installing crosswalk and pedestrian signage improvements; widening and extending left and right turn lanes on U.S. 17 southbound at Eagle Harbor Parkway and adding a fourth travel lane for through traffic on U.S. 17 southbound.
This project will be mostly completed at night. Drivers should expect lane closures and possible delays as the project continues.

FDOT First Coast Expressway South -State Road 23 from north of S.R. 16 to east of C.R. 209 (Green Cove Springs) - Construct 9.7 miles of new multi-lane, limited-access, toll road with drainage system, stormwater ponds, traffic signals, lighting, signage, guardrails, 15 new bridges, and two tolling facilities. Construction on this $180 million project began in April 2019 and is expected to be completed in mid- 2026.

FDOT update August 8, 2025- First Coast Expressway to Open Saturday, Aug. 9 from Blanding Boulevard to U.S. 17
To alleviate congestion for commuters in Clay County, the Florida Department of Transportation will open a newly constructed segment of the First Coast Expressway (State Road 23) from Blanding Boulevard (State Road 21) to U.S. 17 on Saturday, Aug. 9.
Once open to traffic, the First Coast Expressway will help alleviate daily congestion on major roadways, including Blanding Boulevard, U.S. 17, State Road 16, County Road 220, Henley Road, Sandridge Road, Russell Road, and County Road 218. Approximately 5,000 to 8,000 daily trips will be diverted from these routes, easing strain on local infrastructure. Additionally, first responders will gain faster, more direct access to communities, improving response times and accelerating critical care delivery.
Because construction on the First Coast Expressway from north of State Road 16 to east of County Road 209 is not yet complete, some ramps will remain closed to traffic at this time, as shown in the graphic below.
Toll collection on the newly opened segment of the First Coast Expressway is expected to begin Sept. 15, 2025. Drivers can pay tolls using SunPass, another interoperable transponder, or TOLL-BY-PLATE. Toll rates for the First Coast Expressway are established by Florida’s Turnpike Enterprise and are available at www.FirstCoastExpressway.com.

The Clay County segment of the First Coast Expressway includes construction of new roadway from Blanding Boulevard in Middleburg running south and then east through Green Cove Springs and includes a new bridge over Black Creek. This segment is divided into a north project (north of State Road 21 to north of State Road 16) and a south project (north of State Road 16 to east of County Road 209). Sacyr Construction began construction on the $229 million north project in winter 2019 and is expected to complete the project by fall 2025. Superior Construction began work on the $180 million south project in spring 2019 and is expected to complete the project in mid-2026.

As part of First Coast Expressway construction, the planned traffic shift at the State Road 16/First Coast Expressway interchange is planned overnight on Wednesday, June 18. When completed, the shift will move the interchange into its final configuration as a diverging diamond interchange (DDI). One through lane will be open in each direction on State Road 16.

All ramps at the interchange will remain closed until this segment of the First Coast Expressway is opened to traffic, which FDOT anticipates to be this summer.
- The Florida Department of Transportation is closely monitoring traffic conditions at the new Diverging Diamond Interchange (DDI) at State Road 16 and the First Coast Expressway. While the new configuration is in place, peak-hour congestion remains a challenge due to high traffic volume and on-ramps that are not yet open. FDOT is evaluating potential signal timing adjustments to help improve traffic flow during these busy periods.
From FDOT: A diverging diamond interchange (DDI) is an interchange design in which the two directions of traffic on State Road 16 below the First Coast Expressway will briefly drive on the opposite side of the road. This intersection design creates significant improvements in safety, since long left turns crossing traffic lanes are eliminated and potential conflict points are reduced to 14 from the 26 found in traditional interchange designs.
Additionally, the DDI promotes efficiency with only two clearance intervals (the time for traffic signals to change from green to yellow to red) instead of the six or more found in other interchange designs. The DDI at State Road 16 will join the DDI at Henley Road and First Coast Expressway as the first of this kind in Clay County.
FDOT First Coast Expressway New St. Johns River Bridge (Green Cove Springs) – Work is underway on the third and final segment of the FCE, which includes a new four-lane bridge over the St. Johns River just south of where the Shands Bridge currently stands. The vertical clearance height of the new bridge will be 65 feet from the water line, compared to the existing 45 feet of clearance. The $595 million project starts in 2023 with expected completion in 2030.
The first delivery of concrete piles for the new Shands Bridge floated down the St. Johns River on Thursday, Feb. 20. Thirteen 30-inch square piles traveled via barge from Gate Precast in Jacksonville to the First Coast Expressway construction site in Green Cove Springs. Deliveries from the facility will continue for the next several years, in addition to 60-inch cylinder piles being manufactured at Standard Precast in Savannah, Ga. In total, 924 concrete piles will be used to construct the new bridge just south of the existing Shands Bridge.
The joint venture team of Johnson Bros. Corporation and American Bridge was selected to complete the design-build project at a cost of approximately $595 million. Work began in November 2022 with completion estimated in 2030, weather and unforeseen circumstances permitting.
Highlights of the 9,300-foot bridge include
- Two 12-foot wide travel lanes in each direction
- 12-foot wide outside shoulders
- 12-foot, 8.5-inch wide shared use path on the northbound side of the bridge to accommodate pedestrians and bicyclists
- 65-foot vertical clearance to enhance opportunities for marine commerce in the region
- 70 mph speed limit
The bridge is a key component of the larger First Coast Expressway project, a 46-mile limited-access toll road that will cross parts of Duval, Clay and St. Johns counties. The First Coast Expressway will reduce congestion on other major roadways in the region, providing new options for daily commuters while delivering additional capacity for storm-related evacuations and other emergencies. U.S. 301 two miles south of Normandy Boulevard (Clay Hill/Maxville) - New asphalt test road sections are planned for installation on southbound U.S. 301, approximately two miles south of Normandy Boulevard, on Monday, Oct. 6, 2025. The installation will be completed by Friday, Nov. 14, weather and unforeseen circumstances permitting. During installation, a single lane closure of the outside lane of southbound U.S. 301 will occur. The lane will be closed for approximately one-half mile.
- U.S. 301 at County Road 218- Daytime southbound lane closures Monday through Thursday from 9 a.m. to 3 p.m. for road work.
Background
The purpose of the asphalt test road is to provide insight into FDOT’s current asphalt pavement design practices and study the performance of new pavement marking materials to improve future design of state roadways. Drivers who access the asphalt test road will be helping to improve sustainability and longevity in Florida’s road infrastructure planning processes by supplementing real-driver data.
