Master Building Permit Program

The Master Building Permit Program is intended for builders who expect to construct identical residential accessory structures, townhomes, single-family, or two-family dwellings on a repetitive basis.

Program goals:

  • Achieve standardization and consistency during the permitting process.
  • Reduce review time for site-specific building permits.
  • Provide predictable and dependable design approvals for an unlimited number of building permits within the 3-year code cycle of an approved Architectural Master Plan (AMP).

Definitions

Architectural Master Plan (AMP)
The originally submitted model plan (with alternate elevations) used for repetitive building permit applications on multiple sites. A minimum of one plan and up to five mirrored plans may be submitted per orientation, following the General Construction Plan.
Building orientation
Placement of a building on a parcel with respect to elements such as sun, wind, rain, and topography.
Elevation
A construction drawing to scale that depicts the external face of the dwelling or townhome.
Left-hand and Right-hand orientations
Placement of the garage or reversed/flipped orientations of the overall structure.

Program Process

The program has three stages:

  1. Architectural Master Plan Submittal/Approval – Review time less than 40 days
  2. Residential Pre-Permit Review – Site-specific application submitted online and reviewed by Zoning (up to 30 days)
  3. Site-Specific Building Permit Application – Review time 2–5 days

Stage 1: Architectural Master Plan Application

To obtain AMP approval, submit the following via the Clay County Citizens Access Portal (CAP):

  1. Completed building permit application for the model and all orientations/elevations.
    • Example: Model – Sandstorm, Left Orientation, Alternate 1
    • Ensure mirror images match correctly (e.g., Left-Hand Orientation Alternate 1 = Right-Hand Orientation Alternate 1).
  2. A General Construction Plan (see below).
  3. All construction plan pages, structural calculations, and drawings signed/sealed by a licensed design professional. Include a written acknowledgment that these plans will be used for future site-specific applications.
  4. Truss specifications signed/sealed by the truss design engineer. Truss layout sheet must be stamped and signed by the design professional of record.
  5. Energy performance calculations for all orientations (left-hand & right-hand, North/South/East/West facing). Must account for worst-case scenarios for the climate zone.

General Construction Plan Requirements

  • Submitted electronically via the CAP portal.
  • Include left-hand and right-hand orientations, if offered, with floor plans.
  • Allow up to four alternate exterior elevations (same living space footprint).
  • Must include:
    • Foundation plan
    • Truss layout sheet compatible with roof plan
    • Typical wall sections from foundation to roof
    • Electrical, plumbing, fuel gas, and mechanical plans
    • Up to 3 garage layouts (max 3-car capacity each)
    • Any additional requirements per Clay County Ordinances and Land Development Code

AMP Application Approval

  • The Building Department reviews the General Construction Plan for code compliance.
  • If approved, the builder receives AMP-approved electronic construction plans in their CAP portal under “My Plans” with a unique AMP application number.
  • AMP approvals remain valid until the Florida Building Code is updated (per s. 553.73).
  • Approval/denial will occur within 120 days unless an extension is agreed upon.

Stage 2: Residential Pre-Permit Review

  • Submit application via CAP portal.
  • Review time: Up to 30 days.
  • Once approved, proceed to Stage 3.

Stage 3: Site-Specific Building Permit Application

For each site-specific application, submit:

  1. Completed site-specific permit application with AMP number, model, elevation, and garage style.
  2. Lot/parcel survey or site plan showing:
    • FEMA flood zone and base flood elevation
    • Minimum finished floor elevation
    • Drainage indicators and site elevations
    • Compliance with zoning regulations
  3. Licensed engineer confirmation that AMP conforms to soil conditions on the site.
  4. Mechanical drawings, HVAC load calculations, and equipment specifications (if applicable).
  5. Any additional HVAC system design details not included in the AMP.

Revisions to Master Building Permit

  • Structural revisions are not allowed.
  • Non-structural revisions may be allowed with Building Department approval.
  • Field revisions may be accepted at the discretion of the Building Department.
