Change of Occupancy or Power Request for Commercial Spaces
For New Tenants or Owners Without Renovations
Are you:
- A new tenant leasing a commercial space with no renovations?
- A new owner moving into a commercial building with no renovations?
If so, a Change of Occupancy Permit is required. This permit helps us verify compliance with zoning and public safety regulations, and ensures that your power can be legally transferred to you.
Step-by-Step Instructions

Create an account in our permitting portal:
Visit Clay County Permitting Portal and click "Login or Register" in the top-right corner. You’ll receive a verification email—check your inbox and spam folder to complete registration. -
Apply for your permit:
Click "Apply" and typeChange of Occin the search bar. Select: Change of Occupancy - Change of Occupancy (Name Change). -
During the application, provide the following:
- Meter number (or write "new meter" if one hasn’t been installed).
- Previous business name and the type of business it was.
If the new business is a different type (e.g., office to restaurant), you may need a Change of Use. Contact Zoning Department at 904-278-4705. - Suite number (include this under "Description of Work").

Upload the required documents:

A signed lease agreement in PDF format.
If the name on the lease differs from the name you want on the power account, upload supporting documentation (e.g., business license or deed). - A completed Change of Occupancy Zoning Application

After Submitting Your Application
Your application will be reviewed by:
- Zoning Department
- Addressing Department
- Building Department
You’ll receive notifications in the portal once reviews are complete and fees are invoiced.
Fees
- $179 for 1 meter
- Change of Use applications: $204 for 1 meter
- $50 for each additional meter
Required Inspections

Fire Marshal Safety Inspection
Contact: 904-591-3267 - Building Department Inspection – Evaluates electrical safety.
Once both inspections pass, we will notify the power company using the name on the lease or deed.
If this name doesn’t match the name on your power company account, activation may be delayed.
For Property Owners Requesting Power to Show the Space
If you're a commercial property owner needing electricity to clean or show a space to potential tenants, follow these steps:
Step-by-Step Instructions

Create an account in our permitting portal:
Visit Clay County Permitting Portal and click "Login or Register". Complete your registration through the verification email. -
Apply for an Electrical Permit:
Click "Apply" and typeElectricalin the search bar. Select: Clay County - Electrical (Commercial) - Service Change. -
Provide the following:
- Meter number (or write "new meter").
- Required affidavit document (PDF)
- In the Description of Work, enter "Power to Clean and Show".
After the application is invoiced, paid, and issued, you must schedule a safety inspection with the Building Department through the portal.
Once the inspection is complete, we will notify the power company using the property owner’s name.
