The Clay County Building Division administers contractor licensing and registration requirements to help ensure contractors working in Clay County meet state and local regulations. Licensed and registered contractors may apply for permits, perform construction work, and schedule inspections in accordance with applicable codes and county requirements.
Contractors must submit the required licensing documents, insurance information, and registration forms before permits can be issued. The information below explains how to obtain a county registered license and what documents are required.

Required Documents
State Certified Contractors
State-certified contractors must meet the following requirements to pull permits in Clay County. Applications may be submitted in person or by email to permits@claycountygov.com.
All emailed registration packets must be complete. Incomplete submittals will be rejected.
Please provide the following:
- A current copy of your state certification
- A Workers’ Compensation certificate showing Clay County Building Division as the certificate holder, with the complete address shown below, or a Workers’ Compensation Exemption form
- Notice to Qualifying Agent
- Qualifying Agent Statement
- A certificate of liability insurance showing Clay County as the certificate holder, with the complete address shown below

Fee: There is no charge to register as a state-certified contractor.
State Registered County Contractors
State-registered county contractors must provide all of the documents listed above, as well as the following:
- The applicant must have passed a Block Proctored Exam, Experior Exam, Thomson-Prometric Exam, or Prometric Exam with a score of 75 percent or higher. A Business and Law exam is also required, with a score of 75 percent or higher. Only the exam results are accepted.

If the exam was taken in another county that reciprocates with Clay County, request that a reciprocity letter be sent directly to Clay County showing a score of 75 percent or higher on both exams. The reciprocity letter must be mailed or emailed. Hand-delivered letters will not be accepted.

permits@claycountygov.com - The fee for a Master’s License is $35.00, plus a $25.00 administrative fee for registration to pull permits. Checks must be made payable to CCBOCC. Fees may also be paid online through the Tyler Technologies Citizens Access Portal.
