Florida Statute (FS) 713.13 requires that a certified copy of the Notice of Commencement (NOC) be provided to the Building Department before the first inspection can be scheduled.

Working with the Clerk of the Court’s Recording Office, the Building Division will begin enforcing this requirement, including the requirement that the permit number be included on the Notice of Commencement.

This statute is already in effect. Beginning September 1, 2023, the Building Division will no longer accept recorded Notices of Commencement that are:

• Uncertified
• Missing the associated permit number
