FS 713.13 requires that a certified copy of the Notice of Commencement be provided to the Building Department before scheduling the first inspection.  Working with the Clerk of the Courts Recording Office, we will begin enforcing this requirement and the requirement that the permit number be indicated on the NOC.  This Statute is currently in effect, so please be advised that effective September 1^st, 2023, we will no longer accept recorded NOC’s that are uncertified or without the permit number for that document indicated.

Clay County is using a permitting program called Tyler Technologies EPL, where you can apply for a permit, conduct a search, and look up the status of your permit, all in one place. All applications must be submitted through this system.  

You can register or log in using the  Citizens Access Portal (CAP) . Please make sure you have a valid email address to receive the notifications for your permits.
