Apply to Serve on a Board or Committee

If you are interested in serving on one of the Clay County Board of County Commissioners (BCC) boards, commissions, or committees, please complete and submit the Citizen Application form.

Only one application may be submitted for each committee vacancy. If you wish to apply for multiple vacancies, a separate application must be submitted for each committee.

Applications are not retained after a vacancy has been filled.

Affordable Housing Advisory Committee (AHAC)

The Affordable Housing Advisory Committee (AHAC) is seeking individuals interested in serving. The AHAC reviews the adopted established policies and procedures, ordinances, land development regulations and the local government comprehensive plan and make recommendations on any specific actions or initiatives to encourage or facilitate affordable housing projects. Contact Theresa Sumner at (904) 541-5831 if you have any questions. The Affordable Housing Advisory Committee was created on 3/11/2008. The members serve three year terms.

Clay County Historic Preservation Board

The Clay County Historic Preservation Board (HPB) is seeking citizens interested in volunteering their time to serve as a representative for District 1, District 2, District 4, and At-Large seats for Districts 1, 2, 3, and 4.

The HPB meets on the first Thursday of each month at 5:30 P.M. in the Administration Building, 4th Floor, BCC Meeting Room.

Clay County Utility Authority (CCUA)

The Clay County Utility Authority (“CCUA”) is seeking individuals interested in serving. The CCUA was created for the purpose of acquiring, constructing, financing, owning, managing, providing, promoting, improving, expanding, maintaining, operating, and fostering over time the development of regional water, wastewater, and reclaimed water utility systems, as described in its enabling legislation, Chapter 94-491, House Bill 2299, effective October 1994, and is governed by a Board of Supervisors appointed by the Board of County Commissioners.

CCUA’s Board of Supervisors is comprised of seven (7) board members who must be qualified electors of Clay County, as well as ratepayers.

CCUA holds its regular meetings the first and third Tuesday of each month at 2:00 PM, in their Board Meeting Room, located at 3176 Old Jennings Road, Middleburg and may hold more frequent special meetings. For further information, please contact the CCUA at (904) 213-2464.

Fleming Island Citizen Advisory Committee (FICAC)

The Fleming Island Citizen Advisory Committee (FIAC) is seeking individuals interested in serving. The (FIAC) was established in 1979 for the orderly development of the Fleming Island Planning District. The Committee consists of 6 to 11 residents of the Fleming Island Planning District area who are appointed by the Board of County Commissioners and serve in an advisory capacity to the Board. The Committee meets on an as-needed basis to review Future Land Use and Rezoning applications for property within the Fleming Island Planning District. Historic Preservation Board

The Clay County Historic Preservation Board (HPB) is seeking citizens interested in volunteering their time to serve as a representative for District 2, District 4, and At-Large seats for Districts 1, 2, 3, and 4.

Lake Asbury Municipal Service Benefit District

Lake Asbury Municipal Service Benefit District (LAMSBD) is seeking individuals interested in serving.

The LAMSBD is composed of nine (9) members who must reside within the boundaries of the LAMSBD. The LAMSBD meets on the first Monday of each month at 6:30 P.M. at the Lake Asbury Community Center located at 282 Branscomb Road, Green Cove Springs, Fl, 32043.

The District was established to ensure the continued maintenance, improvements, and prevention of deterioration of the lakes known as Lake Asbury, South Lake Asbury, and Lake Ryan in Clay County; for weed control of the lakes; spill-way construction and maintenance; repair, replacement, and cleaning of French drains in the lakes and dams; paving and maintenance of dams and easements; installation of guard rails on the dams; elevation of the dams; repair, replacement and construction of dams as needed; landscaping, maintenance, and mowing; and informing the District’s constituents of their activities – both proposed and ongoing.

The Lake Asbury/Penney Farms Citizen Advisory Committee is seeking individuals interested in serving. The CAC was re-established in 2021 for the orderly development of the Lake Asbury/Penney Farms Planning District. The Committee consists of 5 to 11 residents of the Lake Asbury/Penney Farms Planning District area (which includes the Lake Asbury Master Plan area) who are appointed by the Board of County Commissioners and serve in an advisory capacity to the Board. The Committee meets on an as-needed basis to review Future Land Use and Rezoning applications for property within the Lake Asbury/Penney Farms Planning District. North Florida TPO Citizens Advisory Committee (CAC)

North Florida Transportation Planning Organization Citizens Advisory Committee (CAC)

The North Florida Transportation Planning Organization (TPO) Citizens Advisory Committee (CAC) is seeking individuals interested in serving. As defined in Florida Statute 339.175(6)(e)(1), the CAC provides an opportunity for residents to participate in the regional transportation planning process.

Members are appointed through several channels, including the City of Jacksonville Citizen Planning Advisory Committees (CPACs), the Boards of County Commissioners for Clay, Nassau, and St. Johns counties, and representatives from neighborhood organizations, the business community, and advocacy groups such as environmental interests.

The CAC serves as a forum for citizens and community groups to bring transportation and air quality issues directly to the attention of the TPO and its staff while providing a citizen perspective. Clay County has four at-large seats on the CAC, including one representative from the Town of Orange Park.

Meeting Information

The CAC meets ten times per year on the first Wednesday of each month, except January and July, at 2:00 p.m.

OakLeaf Branan-Ridge Citizen Advisory Committee

The OakLeaf Branan-Ridge Citizen Advisory Committee is being re-established in 2023 for the orderly development of the OakLeaf Branan-Ridge Planning District.

The committee consists of 6 to 11 OakLeaf Branan-Ridge Planning District residents appointed by the Board of County Commissioners and serves in an advisory capacity to the Board. The committee meets as needed to review Future Land Use and Rezoning applications for properties within the OakLeaf Branan-Ridge Planning District. If you are interested in serving on the committee, please complete the following two steps:

Step 1 - Please use the link below to verify that your address is in the OakLeaf Branan-Ridge planning district, represented by the peach color on the map. All committee members must live within the planning district that they serve.

Step 2 – Please use the link below to submit your application to serve on the OakLeaf Branan-Ridge Citizen Advisory Committee. Once enough applications have been received, they will be presented to the Board for consideration. Once appointed, members will serve either a one or 2-year term.

Springs Citizens Advisory Committee

The Springs Citizens Advisory Committee is seeking individuals interested in serving. The Springs CAC serves in an advisory capacity regarding development within the Springs Planning District area. The Committee will meet on an as-needed basis. Membership of the Committee will consist of 6 to 11 residents within the Planning District appointed by the Board of County Commissioners and shall serve two-year terms on a staggered basis. The appointed member holds terms associated with the Committee appointments and seats until their resignation or removal by the BCC.
