Overflow bag stickers

Stickers:

Items placed outside of the can will not be collected unless bagged and affixed with an overflow sticker, which must face the road. Overflow bags cannot weigh more than 40 pounds. Stickers are for sale at the following locations. The stickers can be bought at county locations for $4. As more locations become available, we will update this list.

County residents may bring excess trash to any of the county Environmental Convenience Centers or the Rosemary Hill Solid Waste Facility. You can find those locations on our facilities webpage.

What if I can't get my garbage cart to the curb?

If you are unable to get your can to the curb, you can arrange for what is called side door service. Side door service is available for those residents who are disabled and have no one living in the home who can help them get the can to the curb. The cost is $10/month which is set up with and paid to FCC. There is an exemption for this fee IF the resident is disabled, has no one living in the home to assist, AND meets either the income requirements or is a total and permanent disabled veteran. Do my garbage carts need to be placed in a certain area on the curb?

Yes. The carts must be no more than three feet from the paved road edge. The garbage cart must be placed with the lid opening facing the road, and the wheels and handle toward the house. All waste must be placed at the curb prior to 6:00 a.m. on your scheduled day. Only garbage IN the cart will be collected, and the lid must be closed. Items placed outside of the cart will not be collected unless bagged and affixed with an overflow sticker, which must face the road. Overflow bags cannot weigh more than 40 pounds. If you live on an unpaved road, your cart must be placed no more than six feet from the travelway. There must be a three-foot clearance around the garbage cart.

How can I arrange for the pickup of my bulk items?

Bulk items include appliances, couches, mattresses, and items resulting from a move. You can put out up to three cubic yards, or the equivalent of two large items, to be collected once per month, per household, upon request at no charge. You can call FCC Environmental Services at 904-490-9996 to request a bulk collection, or fill out a request form here. FCC Environmental Services also offers additional pickups for an additional cost. This includes large vegetative waste or household items.

Can I still recycle?

Residents can drop off cardboard only at the Environmental Convenience Centers and Rosemary Hill during normal business hours. This contract does not include curbside recycling. Over the course of several Board of County Commissioner meetings, commissioners discussed the high cost to residents for collecting and processing recyclables. In September of 2023, the county’s recycling processor raised the county’s processing fee from a credit of $6/ton to a charge of $85/ton (a swing of $91/ton). Adding curbside recycling would have increased the cost to residents now, and potentially significantly more over the ten-year contract. Under the new contract, the county may restart the curbside recycling service with a one-year notice to the hauler, FCC Environmental Services. Commissioners acknowledged only about one-third of Clay residents recycle, but the cost increase for recycling would be paid by all. Ultimately, a majority vote by commissioners determined curbside collection would not be included in the agreement.

You can put out a maximum of three cubic yards of yard waste (vegetative material) to be collected each week. This is about the size of three ovens or washing machines. Smaller materials (leaves, sticks, grass clippings) must be in containers, plastic bags, or paper yard trash bags weighing no more than 50 pounds. You can buy the paper bags at any home improvement or Amazon. You can use your previous garbage cans to containerize smaller material to be picked up. Larger items (tree branches, logs) must be no longer than four feet in length, four inches in diameter and weigh no more than 50 pounds. Crews will tag yard waste that is above the three cubic yards, and will leave the pile at the curb.
