Items placed outside of the can will not be collected unless bagged and affixed with an overflow sticker, which must face the road. Overflow bags cannot weigh more than 40 pounds. Stickers are for sale at the following locations. The stickers can be bought at county locations for $4. As more locations become available, we will update this list.

Environmental Convenience Centers and Rosemary Hill Solid Waste Facility:

County residents may bring excess trash to any of the county Environmental Convenience Centers or the Rosemary Hill Solid Waste Facility. You can find those locations on our facilities webpage.

What if I can't get my garbage cart to the curb?

If you are unable to get your can to the curb, you can arrange for what is called side door service. Side door service is available for those residents who are disabled and have no one living in the home who can help them get the can to the curb. The cost is $10/month which is set up with and paid to FCC. There is an exemption for this fee IF the resident is disabled, has no one living in the home to assist, AND meets either the income requirements or is a total and permanent disabled veteran. Please call 904-284-6374 to learn more and set up this service.

Do my carts need to be placed in a certain area on the curb?

Yes. The cans must be no more than three feet from the paved road edge. The can must be placed with the lid opening facing the road, and the wheels and handle toward the house. All waste must be placed at the curb prior to 6:00 a.m. on your scheduled day. Only garbage IN the can will be collected, and the lid must be closed. Items placed outside of the can will not be collected unless bagged and affixed with an overflow sticker, which must face the road. Overflow bags cannot weigh more than 40 pounds. If you live on an unpaved road, your can must be placed no more than six feet from the travelway. There must be a three-foot clearance around the can.

Where do I dispose of tires?

Tires are not collected curbside. Residents can drop off up to four passenger tires (22” or smaller) each month at the Rosemary Hill Solid Waste Management Facility or one of the Environmental Convenience Centers at no charge. Our facility locations and hours are listed our Facilities webpage.

Tire disposal beyond 500 lbs. per month is subject to our schedule of fees rates.

For residents with additional tires or businesses, passenger tires (up to 11” wide & 41” tall) are $240 per ton or $2.10 per 20 lbs. Large tires and OTRs are $380 per ton or $3.80 per 20 lbs.

How can I arrange for the pickup of my bulk items?

What is bulk waste pickup?

Bulk items include items that are too large to fit into a garbage cart (see examples below). Two large items or up to three cubic yards may be collected on an on-call basis. Each household is limited to one bulk pickup per month. Call FCC Environmental Services at 904-490-9996 or contact staff online to request a bulk collection prior to putting the items curbside. The collection day will be the next available day of service for your location, as determined by FCC’s collection schedule. Bulk items should not be put out for collection more than one day prior to the scheduled collection day provided by FCC. FCC also offers additional pickups at a cost.

What are examples of items that can be picked up as bulk waste?

Appliances (refrigerators, stoves, toilets)

Furniture (interior and exterior)

Mattresses/box spring set (this is counted as one item of furniture)

Televisions

Large children’s toys

Bicycles

Ride-on toys

Recreational equipment

One-piece formed plastic pools

Metal swing sets and basketball poles (broken down, no concrete)

Strollers

Vacuum cleaners

Luggage

BBQ grills (without the gas tank).

Note: Larger items such as basketball poles, gym equipment, and swing sets must be fully disassembled and all concrete must be removed from any poles or posts.

What if I move?

New home courtesy pickups (move-ins) -- a one-time collection of boxes (flattened) and packaging materials (bagged) is available for residents who relocate to a home within the service area.

Only boxes and packing material generated by the resident during relocation will be collected with this one-time collection. Call FCC at 904-490-9996 or contact staff online to request a courtesy move-in collection prior to putting the items curbside.

Move‐outs – FCC Environmental Services will not automatically pick up bulk waste resulting from a move-out, but you may contact FCC to discuss options for pickups. Or, you may contact one of the County’s approved Franchise Haulers.

What are examples of what can’t be collected as bulk waste?

What about remodeling and home repairs?

Waste materials from home remodeling and repairs are not included in bulk pickup. However, small do-it-yourself project waste such as a faucet or light fixture may be placed in your garbage cart.

Professional home repair and/or remodeling businesses are responsible for the collection/disposal of their own waste. You may contact FCC to discuss options for collection or you may contact one of the County’s approved Franchise Haulers.

What if I have more than the pickup allows, or what can I do with the items that can't be picked up at no additional charge?

You may contact FCC to arrange for other special pickups, at a charge.

You may bring up to one level pickup truck load at no charge to any of our Environmental Convenience Centers. You can find those hours and locations here.

You may also bring up to 500 pounds per month at no charge to the Rosemary Hill Solid Waste Facility if you receive garbage collection service from the County. Any amount over that will be charged the regular fees. You may also contact one of the County’s approved Franchise Haulers to schedule removal.

Where do I dispose of household hazardous wastes (HHW)?

Clay County residents may dispose of HHW at the County’s Household Hazardous Waste Collection Center located at the Rosemary Hill Solid Waste Management Facility, 3545 Rosemary Hill Road, Green Cove Springs. HHW includes batteries, electronics, motor oil, oil filters, paints, pesticides, pool chemicals, and propane tanks. This is for household materials only, business and commercial waste is not accepted. There is a 25-gallon limit per day disposal limit. Alternatively, limited materials may be taken to the Environmental Convenience Centers. The ECCs can accept 5 gallons of used motor oil and antifreeze per visit, as well as used oil filters and batteries.

What if I can’t afford the garbage fees?

There are two exemptions available for residents.

There is a hardship exemption for individuals based on income. Please call our staff at (904) 284-6374 Monday through Friday between 8:30-4:30 or email swexemptions@claycountygov.com for more information.

The disabled veteran's exemption applies to any real estate that is owned and used as a Homestead by a Veteran who was honorably discharged with a service-connected total and permanent disability; a spouse of a deceased veteran who was honorably discharged with a service-connected total and permanent disability; or the surviving spouse of a veteran who died from service-connected causes while on active duty as a member of the U.S. Armed Forces and who has been granted an exemption from ad valorem taxation by the Property Appraiser pursuant to Section 196.081, Florida Statutes, is eligible to receive payment of the Solid Waste Assessments by the County on his or her behalf. To apply for this solid waste assessment fee exemption, please complete the Disabled Veterans Exemption Application and submit your proof of total and permanent disability to swexemptions@claycountygov.com.

These exemptions are renewal based, every year after your initial year you will be required to renew to keep your exemption active this renewal will be mailed to your home starting in May of each year. To submit the exemption renewal certification, please complete the Disabled Veterans Exemption Renewal Form.
