Hobby breeder information
If you live in Clay County and want to breed dogs or cats at home, you need a special license called a Hobby Breeder License.
Who needs this license?
You need this license if:
- You have up to three female dogs or cats that you breed.
- You breed only one type of animal (either dogs or cats).
- You breed only one breed of that animal.
- You have no more than two litters or 20 puppies or kittens each year (whichever is more).
How to get the license

Fill it out and bring it with a $100 fee to:
- Clay County Animal Services
- 3984 State Road 16 West
- Green Cove Springs, FL 32043
- Schedule an inspection of your home to make sure it meets safety rules.
- If everything is okay, you’ll get your license.
Important rules
- Your license must be renewed every year.
- Animal Control Officers can inspect your home anytime to check on the animals.
- If you don’t follow the rules, you might lose your license and have to pay fines.
