Proposed Ordinance’s Title:
AN ORDINANCE OF THE BOARD OF COUNTY COMMISSIONERS OF CLAY COUNTY, FLORIDA, AMENDING ARTICLE VIII OF CHAPTER 16 OF THE CLAY COUNTY CODE, FORESTS AND FARMS CONSERVATION LANDS PROGRAM, ESTABLISHED BY ORDINANCE 2024-48, TO AMEND DIVISION 6 TO ESTABLISH THE FORESTS AND FARMS CONSERVATION LANDS PROGRAM TRUST ACCOUNT; AND TO CREATE DIVISION 7 - MISCELLANEOUS PROVISIONS; PROVIDING FOR SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE.
This Business Impact Estimate is provided in accordance with Section 125.66 (3), Florida Statutes.
1. A summary of the proposed ordinance, including a statement of the public purpose to be served by the proposed ordinance, such as serving the public health, safety, morals, and welfare of the County:
The purpose of the proposed ordinance is to create the dedicated trust account for the funds associated with the Forests and Farms Conservation Lands Program and to describe the manner in which such funds shall be expended in furtherance of the conservation goals of Clay County to protect water quality, wildlife habitat, forests and farms.
2. An estimate of the direct economic impact of the proposed ordinance on private, for-profit businesses in the County, including the following, if any:

There are no business compliance costs associated with the enactment of this ordinance.

There are no County regulatory costs associated with the enactment of this ordinance that would be borne by businesses.

As described above, because there are no business compliance costs, charges, or fees associated with the ordinance, there are not likely to be any businesses impacted by this ordinance.
