Highlights from the July 8 Board of County Commissioners Meeting

Bonded Transportation Program projects progressing

Commissioners received an update on the County’s Bonded Transportation Program from Ed Dendor, the Program Administrator. Owner’s Representative WGI continues to collaborate closely with County staff across all projects. As of June 30, the program has expended $129.6 million.   • Project 1 on County Road 218 – the project is progressing on schedule. Liner placement is completed on pond site 4, and crews are continuing with the installation of drainage structures and pipes, along with placing subbase, curbing, and the limestone base.
  • Project 2 on County Road 209 – On track for spring 2027 completion, crews are installing stormwater drainpipes and curbing on the north side. Cross-drain work at Pond Site 2 is complete, with embankment and base work underway between the railroad tracks and the pond. Next steps include cut-off wall installation and final grading on the north side . Weather permitting, final pavement is set for the week of July 21 on the north side.
  • Project 3B on County Road 209 (connecting the East end of project 4 to CR209B) – The project schedule has been updated due to the extended delay in permitting. CCUA has completed the reclaim and water line relocation work, and crews are continuing with the installation of stormwater structures and pipes.
  • Project 4 on Sandridge Road – Nighttime milling and resurfacing work is complete. Crews are working on the remaining punch list items, and the final walkthrough and inspection were scheduled for the week of July 14.
  • Project 5 on County Road 220 (from Baxley Road to west of Henley Road) – The team continues to track the Army Corps of Engineers permit process while under review. Survey work on the new pond site and environmental wetland flagging is complete. Geotechnical field work and preliminary pond design are underway.
  • Project 6B on Cathedral Oak Parkway - The project remains on schedule for completion by the end of August. Crews are actively removing erosion control devices in areas where slopes have been properly established and stabilized. Final repairs to curbing and sidewalks are ongoing throughout the project area. Additionally, electrical work and signal head installation are in progress at the intersection with County Road 315.

 

New capital projects are progressing on schedule

Capital Projects Department update

  • Clay County Economic Development Building – Construction is progressing well on the new two-story Economic and Development Services building in Green Cove Springs that will serve both the public and County staff. Structural framing is well underway, the second-floor slab has been poured, and the first layer of asphalt has been laid in the parking lot.
  • Clay County Animal Shelter- Construction is underway on the new 32,000-square-foot, single-story animal shelter and care facility on County Road 220 in Middleburg. The project is currently 15% complete. The foundation has been poured, and the contractor is continuing work on under-slab utilities.

 

Parks and Recreation Department update

  • Black Creek bike trail repair – Work will soon begin on repairs to 6,930 linear feet of the Black Creek Bike Trail. The project will involve replacing stringers, decking, handrails, and three sections of the wooden boardwalk. A preconstruction meeting was held with the contractor, and their mobilization date is pending.
  • CCUA connection at Omega Park- This project will install new water and sewer mains throughout the complex, connect to existing CCUA water lines, and decommission the current septic tank and drain fields. Plans also include constructing a new lift station and replacing the existing residential grease trap with a commercial-grade unit. The project is currently in the pre-bid phase, awaiting final approval of the sewage application.

 

Engineering Department update

 

  • CR 220 from Knight Boxx Road to Hollars Place – The old CR 220 bridge has been completely removed, and construction of the new bridge is well underway. Work is anticipated to intensify at the County Road 220 and Henley Road intersection in the coming months.  Storm drain and pipe installation at Rideout Ferry Road is near completion.
  • County Road 220/Lakeshore Drive West traffic signal work- Intersection improvements at Lakeshore Drive West and Old Hard Road remain on schedule, with project completion expected by February 2026. A pre-paving meeting was held on July 1, and roadway paving is expected to begin in about three weeks.
  • Live Oak Lane/Old Jennings Road paving and trail construction – Work on the North Florida Greenway Trail from Live Oak Lane/Old Jennings Road, to the State Road 21 intersection is progressing as planned, with utility relocation and road construction currently underway. 
  • CR218/Spencer Industrial Drive intersection improvements- Construction began on June 16 for intersection improvements and turn lane paving at Spencer Industrial Drive and County Road 218. Current actions include installing erosion control measures, surveying work, and mobilization activities.

 

Airstream Ventures to advance tourism sports sales, and development in Clay County

Commissioners approved a three-year agreement with Airstream Ventures, LLC to provide Tourism Sports Sales and Development Services at an annual rate of $81,600. This partnership aims to expand the number of sporting events hosted in Clay County, boosting local economic development through increased sports tourism. Airstream Ventures will focus on building strong relationships with event organizers, sponsors, and key industry stakeholders to enhance Clay County’s reputation as a premier sports tourism destination. Community Development Block Grant to fund sidewalk projects in Clay County
Commissioners held the final public hearing for the FY25/26 Community Development Block Grant (CDBG) Annual Action Plan, with Clay County set to receive $1,060,250 starting October 1, 2025. Public feedback gathered in June showed strong support for sidewalk improvements in low- to moderate-income areas. Based on this input, staff recommended allocating 86% of the funds to sidewalk projects, with the remaining funds covering the required administrative costs. Home rehabilitation efforts funded in previous years will continue, and staff will work with HUD to ensure residents in need can access this support through the State of Florida. Unused funds from prior years will also help sustain ongoing community cleanup efforts. Commissioners approved the plan, which will be submitted to HUD by the August 15 deadline. Public Service Utility Tax rejected by Commissioners

Commissioners discussed a utility tax increase aimed at addressing budget constraints in the upcoming fiscal year.
