Highlights from the June 10 Board of County Commissioners Meeting

Bonded Transportation Program projects progressing
Commissioners received an update on the County’s Bonded Transportation Program from Ed Dendor, the Program Administrator. Owner’s Representative WGI continues to collaborate closely with County staff across all projects. As of June 6, the program has expended $123 million. - Project 1 on County Road 218 is progressing on schedule. Crews are actively installing drainage structures and placing liners at Pond Site 4. Work also continues on demolishing existing driveways, repairing pavement, and placing the subbase, limestone base, and curbing.
- Project 2 on County Road 209 remains on track for completion in Spring 2027. Crews are currently installing stormwater pipes along the north side of the roadway and backfilling over them. Work also continues on removing unsuitable materials and placing base layers and limestone in preparation for final pavement installation.
- Project 3B on County Road 209 – Crews continue the installation of stormwater structures and pipes, and CCUA water main and reclaim utility relocation work is ongoing. The project schedule has been adjusted to account for the permitting delay.
- Project 4 on Sandridge Road - The contractor is continuing the nighttime milling and resurfacing work at no cost to the County because the initial work did not meet the County’s specifications. The work is expected to be complete in Mid-July. Drivers can expect lane closures with flaggers and anticipate delays.
- Project 5 on County Road 220, from Baxley Road to west of Henley Road, has experienced some permitting delays, but a response from the Army Corps is expected in the coming weeks. Survey work for the new pond sites has been completed, and environmental and geotechnical field work is set to begin soon. Preliminary design for the pond sites is also underway. Once the initial permitting is approved, a permit modification will be submitted to account for the pond site location change. The construction start date has not yet been determined.
- Project 6B on Cathedral Oak Parkway remains on track for completion. Crews are continuing slope stabilization efforts and performing final repairs to curbing and sidewalks. Installation of sidewalk and curbing is underway at the County Road 315 intersection, and guardrail installation has been completed at the Peters Creek Bridge.
New capital projects are progressing on schedule

Fire Station updates:
- Fire Station 22 (Fleming Island) – This new five-bay fire station will be located at the corner of County Road 220 and Arena Road in Fleming Island. Construction drawings have been released, and the team has submitted the requested additional information to the St. Johns River Water Management District. Landscape plans are currently under development review.
- Fire Station 1 (Middleburg) – This new five-bay fire station will be located off Old Jennings Road in Middleburg. Development plans have been approved, and the County is currently working with CCUA to secure the stormwater easement agreement required for the St. Johns River Water Management District permit.
- Fire Station 20 (Green Cove Springs)- This new five-bay fire station is under construction off State Road 16 in Green Cove Springs. The project is currently about 90 percent complete, and a ribbon-cutting is anticipated for later this summer.
Parks and Recreation Updates:
- Lighting installation for the basketball and tennis courts at Ronnie Van Zant Park is set to begin soon. The project is expected to take approximately 8 to 10 weeks to complete following the issuance of the purchase order.
Facilities update

Portable buildings acquired from the school board have been installed at the Outdoor Adventure Park and Ronnie Van Zant Park, serving as workspaces and public check-in areas.
Engineering update:
- Progress continues on the County Road 220 project from Knight Boxx Road to Hollars Place. The old bridge has been partially demolished, and construction of the new bridge is well underway. Storm drain installation at Rideout Ferry Road is nearly complete, and activity at the County Road 220 and Henley Road intersection is expected to ramp up in the coming months.
- FDOT Update – Nighttime resurfacing on US 17, from Eagle Harbor Parkway to Water Oak Lane, has resumed and is scheduled for completion later this year. In preparation for the opening of the First Coast Expressway, the divergent diamond interchange (DDI) at Henley Road is now open, with the DDI at State Road 16 expected to open later this month. Ramp access will remain closed until the expressway opens to traffic later this summer.
Public Hearing Held for Community Development Block Grant (CDBG) Annual Action Plan
A public hearing was conducted during the June 10 BCC Meeting to gather input on Clay County’s Community Development Block Grant program. This year’s CDBG allocation totals $1,060,250, including $760,250 for public infrastructure projects, $150,000 for housing rehabilitation, and $150,000 for program administration. While funding levels have remained consistent over the past four years, this year’s draft allocates additional funds to public infrastructure in response to community feedback.
The public comment period began on June 1 and will remain open through June 30. In-person public comment meetings were scheduled for June 9 in Keystone Heights, June 12 in Middleburg, and June 23 in Orange Park. Comments can also be submitted via email at CDBG@clayCountygov.com or in person at 420 College Drive, Suite 107. Opioid settlement funds allocated to support substance use disorder programs
Commissioners received a briefing on three project proposals submitted for year three of the Lutheran Services Florida Opioid Abatement Funding. For fiscal year 2025–2026, the County expects to receive approximately $1.4 million to enhance its opioid response and recovery initiatives.
Commissioners approved the staff’s recommendation to allocate the funds among three key programs:
- Clay County Paramedicine’s 24-hour response vehicle staffing
- Clay Behavioral Health Center’s Coordinated Opioid Recovery Program
- The Clay County Detention Center’s Medication-Assisted Treatment Program

Housing Finance Authority members reappointed
Commissioners discussed and approved the reappointment of two members to the Clay County Housing Finance Authority. Applications were submitted by Lisa Daniels, a public representative from Middleburg, and Linda Long, a real estate industry representative from Fleming Island. Daniels is a long-time member of the HFA and a lender with many years of experience, who is committed to promoting affordable housing options for working families. Long, also a long-serving HFA member, brings over 40 years of experience in the real estate industry. She is actively involved in the Affordable Housing Advisory Committee and the Clay Builders Association and is dedicated to helping residents access safe and clean housing in today’s challenging market.
