Highlights from the May 13 Board of County Commissioners Meeting

Commissioners recognize May as Clay County History Month

May is History and Historic Preservation Month—a time to celebrate our local heritage and recognize those who preserve and share it. Commissioners honored the important contributions of Clay County District Schools, the Clerk of Court Archives Division, the Clay County Tourism Department, the Clay County Historical Society, and the Clay County Historic Preservation Board. These groups play a vital role in educating residents about our County’s history and protecting the sites, landmarks, buildings, and traditions that help future generations connect with the past and support the continued growth of our community. Bonded Transportation Program Projects Progressing

Commissioners were updated on the status of the County’s Bonded Transportation program by Ed Dendor, Bonded Transportation Program Administrator. Owner’s Representative WGI continues to work closely with County staff on all projects, and as of May 8, the program has expended $121.5 million.   • Project 1 on County Road 218 remains on schedule for completion, and crews are continuing with drainage structure installation, pavement repairs, and placing subbase, limestone base, and curbing.  
  • Project 2 on County Road 209 remains on schedule, and crews are installing stormwater pipes on the north side of the road, backfilling and placing base materials and limestone in preparation for final paving.
  • Project 5 on County Road 220 from Baxley Road to west of Henley Road has seen some delays due to the permitting process. The team is actively coordinating with the Army Corps of Engineers in anticipation of a modified permit being issued following the selection of a new pond site to help expedite the project. This project's start date is yet to be determined.
  • Project 3B on County Road 209 has some scheduling adjustments to account for a prolonged delay in receiving the required permit. Stormwater structure and pipe installation are ongoing.
  • Project 4 on Sandridge Road will be repaved beginning on May 18 because the work did not meet the County’s expectations. Work will take place on weeknights and some weekend days over an estimated three-week period and at no cost to the County.
  • Project 6B on Cathedral Oak Parkway is on track for completion, and crews are currently placing the friction course pavement and applying roadway striping.

New capital projects are progressing on schedule 

Commissioners were updated on the status of some key capital projects ongoing in our County. To hear the full update, tune in at the 1:34:15 time stamp.

  • SUN Trail Project: This project includes a new 3.5-mile, 12-foot-wide multi-use trail extending from Live Oak Lane/Old Jennings Road along Long Bay Road to the State Road 21 intersection. Surveying and wetland flagging are complete, a traffic warrant study is in progress at the Warm Springs intersection, and design work is now underway.
  • New Fire Training Facility: A 4,500-square-foot, four-story burn building and training tower will be constructed at Camp Blanding to support fire and emergency training for local responders. Design work is well underway, with construction expected to begin this fall.
  • Parks and Recreation Updates: The playground at Omega Park is now complete, and pickleball court lighting has been installed at both W.E. Varnes and Twin Lakes Parks.
  • Fire Station 20 Construction: The new Fire Station 20 in Green Cove Springs is expected to be completed by the end of this summer. This station will enhance the capacity and functionality of our public safety department. The team is preparing for a smooth transition into the new facility, with a ribbon-cutting ceremony anticipated later this year.
  • Rosemary Hill Solid Waste Management Facility: The contractor has mobilized to begin repairs and upgrades to the roof, purlins, and push walls at the facility. These improvements are designed to enhance operational efficiency and overall functionality.
  • Lakeshore Drive West at CR 220 Project: Work is progressing on schedule, with traffic signal installation underway. Median work and drainage pipe installation are also ongoing. The project is 20% complete, with an expected completion date of February 2026. 
  • Oakleaf Area Paving: Milling and resurfacing are currently underway on Oakleaf Village Parkway, from the Duval County line to Plantation Oaks Boulevard. Once this section is completed, crews will begin resurfacing Plantation Oaks Boulevard from Oakleaf Village Parkway to the roundabout at Oakleaf Plantation Boulevard. Both projects are expected to be finished by late June.

Paul Walsh Appointed to Lake Asbury/Penney Farms Citizen Advisory Committee

The Board of County Commissioners has approved the appointment of Paul Walsh to the Lake Asbury/Penney Farms Citizen Advisory Committee. A resident of Green Cove Springs, Walsh served as a senior enlisted advisor with the Florida National Guard’s 153rd Cavalry Regiment. He expressed an interest in contributing to discussions on future development and the protection of natural areas within the County. His appointment is expected to be a valuable addition to the Committee. You can listen to the full discussion starting at the 1:46:00 time stamp.
