Enhancing transportation options with JTA

The Jacksonville Transportation Authority (JTA) provided an update to Commissioners on the Clay Community Transportation Program, highlighting increased ridership across all four flex routes and transportation disadvantage services this fiscal year. The Fire Watch Program making strides to prevent veteran suicide

Nick Howland, Executive Director of The Fire Watch, recently updated Commissioners on the local efforts to combat veteran suicide—a national crisis claiming the lives of over 6,000 veterans each year, including approximately 600 in Florida alone. The Fire Watch’s Watch Stander Program trains community members to recognize signs of crisis and quickly connect veterans to life-saving resources. Since launching in 2019, the program has had a profound impact in Clay County, which now ranks second among Florida’s 67 counties for the greatest reduction in veteran suicide. The County has seen a 58% decrease—equating to 44 fewer lives lost. Clay County Strategic Plan progressing toward 2028 goals

Clay County's Strategic Plan, which guides government priorities through 2028, is on track to meet both its short- and long-term objectives. In the first year, the County met or surpassed several key goals—and progress continued strong through the first quarter of 2025.

Completed milestones include a 20% increase in Pulse Point app users, 1,000 engagements through the County care referral system, improvements to 10,000 feet of stormwater systems, a 35% rise in participation in recreational, educational, and cultural programs, and a 20% increase in County-hosted events.

Looking ahead, several long-term goals are on pace for completion by 2028. These goals include boosting emergency alert system participation by 30%, securing $100 million in grant revenue, conducting annual inspections of all high-risk occupancy buildings, and significantly reducing permit review times for residential and commercial properties. Infrastructure goals are also advancing, with steady progress toward resurfacing 100 miles of roads and adding 20 miles of new sidewalks and trails. County pursues greater government efficiency and cost savings

Commission Auditor Heather Boucher presented an update on Clay County’s ongoing efforts to improve government efficiency and reduce costs. While County staff have long prioritized responsible spending, a renewed focus in 2025 has led to the identification and implementation of several impactful cost-saving measures.

Among the key efforts for FY 2024/2025:

  • Relocating the planned substance use disorder facility is projected to save the County between $2 and $3 million.
  • Purchasing a used fire rescue apparatus – Heavy Rescue 15- saved $700,000 compared to buying new.
  • Performing in-house engineering for the Eagle Landing Parkway traffic signals resulted in nearly $670,000 in savings.
  • The capital projects team found an additional $75,000 in savings across three major projects by adopting more efficient planning strategies.
