Highlights from the April 8 Board of County Commissioners Meeting

Major roadway projects are progressing on schedule 

Commissioners received an update on the status of key road infrastructure improvement projects across the county. 

CR218 - On County Road 218, excavation work for pond sites is in progress, along with the installation of drainage structures, removal of driveways for pipework, pavement repairs, and the addition of subbase and curbing. 

CR209 - For County Road 209, stormwater installation continues on the north side, with crews backfilling over the pipes and adding base materials and final pavement. Additionally, work on the 3B section of Sandridge from Robinson Ranch Road to the new roundabout intersection with County Road 209B continues with stormwater structure installation. 

Sandridge Road is ahead of schedule - On Sandridge Road, thermal plastic striping has been completed, and the project is now substantially finished, 35 days ahead of schedule. The contractor is addressing the final punch list items and repairs. 

Cathedral Oak Parkway - For Cathedral Oak Parkway (Project 6B), the limestone base has been installed and graded, and crews are now working on sidewalks, joint-use paths, sod placement, and curbing, with friction course pavement and striping also underway.

New capital projects are underway

Several capital projects are in progress across the county, all aimed at enhancing services for residents. 

Fire Station 22 - The internal review for Fire Station 22, which will be located at the intersection of County Road 220 and Arena Road, is nearly complete. Final plans for off-site signal design are being prepared ahead of the development review. 

New Animal Services Building - The County received permits from the Water Management District for the construction of the new 3,200-square-foot Animal Services Building, which will be located at 2511 County Road 220. The contractor has begun mobilizing to the site. A groundbreaking will be announced in the upcoming weeks. 

Park improvements

  • At Fox Meadow Park, court resurfacing and the installation of tennis equipment are on schedule for completion by early May.
  • New playground equipment at Oakleaf Park is expected to be installed by the end of April. 
  • Work on the Clay County Fairgrounds will begin after the fair concludes, focusing on reshaping the retention pond and upgrading electrical services.

Clay County Tax Collector's Office renovations - Renovations at the Clay County Tax Collector’s Office in Keystone Heights are slated for completion this fall. 

County Road 220 - Progress continues on the County Road 220 widening and bridge replacement project, with the first bridge pile recently driven and the old bridge scheduled for removal in the coming weeks. Drivers are advised to exercise caution in the area. 

Live Oak Lane paving - Construction has started on the Live Oak Lane paving and North Florida Greenway project. Road paving and the building of a multi-use trail from Old Jennings Road to the entrance of Jennings State Forest is set to take place over the next year.

County passes resolution supporting Executive Office of the Governor Department of Governmental Efficiency Team 

The Clay County Board of County Commissioners unanimously passed a resolution supporting the Executive Office of the Governor Department of Governmental Efficiency Team, or EOG DOGE Team. With the vote, Commissioners solidified support for the County’s collaboration with the EOG DOGE Team to identify unnecessary local government spending, create efficiencies, and save taxpayer dollars. The resolution is in effect after its affirmative vote on April 8.

Tourist Development Council welcomes new member, Thomas Smith 

Thomas Smith, Vice Mayor of Green Cove Springs, has been appointed by the City Council to join the Clay County Tourist Development Council. His appointment was approved by the Commissioners, and he will complete the term previously held by Steven Kelley, which ends on May 20, 2025. Afterward, Smith will commence a new four-year term, lasting until 2029. As a respected member of the community, Smith is expected to make valuable contributions to the Council, which advises the Clay County Board of County Commissioners on the allocation of Tourist Development Taxes to promote the county as a tourist destination.

Clay County Commissioners Support NFBA Apprenticeship Program Funding

Clay County Commissioners approved sending a letter of support for the Northeast Florida Builders Association's (NFBA) $750,000 legislative appropriation request. The funding would expand NFBA’s successful skilled trade apprenticeship program, which offers training and certification in high-demand fields such as HVAC, electrical, plumbing, and carpentry. 

Value to the community 

Commissioners emphasized the program’s value to the community, particularly in providing career pathways for students who may not pursue college. Serving eight counties and hosting 500 apprentices, the program has strong participation from Clay County—the second-highest in the region. The diverse, earn-while-you-learn model equips participants with vital skills while supporting local workforce development. NFBA’s strong partnerships contribute to the program’s success, and Clay County fully endorses the funding request.
