Exploring future opportunities for Veterans Park – A feasibility study was conducted for the 641-acre Veterans Park in northern Clay County to determine the best way to access the property and potential passive recreational uses in the future. The remote property is currently limited to pedestrian access and current improvements include a small shelter, picnic table, entry sign, and gate. The property is part of the Cecil Field Conservation Corridor, serving as a buffer for the Cecil Airport. Long-range plans could include developing a master plan for the property in coordination with the Florida Forest Service’s Jennings State Forest Land Management Plan. Audit of FCC Environmental Services ensures a smooth transition in October – Commission Auditor Heather Boucher has been working closely with FCC Environmental and Environmental Services staff to ensure a smooth transition to new garbage collection services in October. County staff have identified 25 requirements outlined in the transition plan and completed testing on seven including an analysis of the routes and number of trucks needed to service Clay County and the TracEZ service request system without any issues. Once all requirements have been tested, a formal audit report will be presented to the Board. FCC has acquired a property for a support facility in Green Cove Springs, and staff has visited the site and examined the new collection vehicles. Event permit ordinance amendment for Plantation Oaks Sports Complex - Commissioners held a public hearing and approved an ordinance amendment to allow the sale, service, and consumption of beer, wine, and ready-to-drink beverages at the Plantation Sports Complex, as currently allowed at the Clay County Fairgrounds. This change was initiated due to a request from the First Coast Rugby Classic Tournament, which will be held at the Plantation Sports Complex this October. The amendment gives event planners more flexibility and options to create great experiences at County-owned facilities and support our local businesses. First public hearing held for FY 2024-2025 tentative millage rate and budget – Commissioners held the first of two public hearings to consider the adoption of the tentative millage and budget for the fiscal year 2024-2025. There is no change in the millage rates for the new fiscal year for operating millage rates, including County services, unincorporated services MSTU fund, Law Enforcement MSTU fund, Fire Control MSTU fund, Lake Asbury MSBD, and Challenger Center MSTU. Three resolutions were approved during the public hearing, including the adoption of the Tentative Millage rate for FY 24-25, the Tentative Budget for the BCC and Lake Asbury MSBD for FY24-25, and a resolution designating Clay Behavioral Health Center, Inc. as the recipient of the Clay County alcohol and other drug abuse trust fund as outlined by Florida Statutes.
