Highlights from the August 13 Board of County Commissioners Meeting

FCC Environmental addressed Commissioners on upcoming garbage service 

Staff from FCC Environmental provided an update on the transition to the new garbage collection services. They noted there were some issues with the new technology when the contract began in St. Johns County on August 1, and they assured commissioners that the hardware and software would be properly functioning several weeks before the new collection contract begins in Clay County on October 1. Road widening and improvement to begin soon on County Road 220

Commissioners awarded construction services for County Road 220 Widening Phase 1 to Kirby Development, Inc. The project includes widening to four lanes from Hollars Place to the West of Henley Road, and from west of Henley Rd to Chief Ridaught Trail, along with intersection improvements at County Road 220 and Henley Road. Work will take approximately 445 days to complete from the Notice to Proceed. Commissioners also awarded construction services for County Road 220 Widening Phase 2 to Reeves Construction Company for the widening of County Road 220 to four lanes from east of Henley Road to west of Knight Boxx Road, including the replacement of the bridge over Little Black Creek. Work will take approximately 570 days to complete from the Notice to Proceed. Lastly, Commissioners approved staff’s ranking to award the construction engineering and inspection services for both Phases to GAI Consultants, Inc. The price tag for all work is $32 million and includes funding from federal, state, and local sources. Considering code changes to allow more short-term stays for rural events

Commissioners are considering a new conditional use for rural event venues that would allow for single-day or multi-day events where participants can stay on-site in designated camping and RV sites. This new use would be allowed in the Branan Field Rural Suburbs, Lake Asbury Rural Community, Agricultural Zoning Districts, and Agricultural/Residential Zoning Districts. Rural event venues would need to be approved by the County and include a 50-acre minimum size, accessibility by paved road, and a perimeter buffer. Events held at these rural venues would also need to comply with the County event ordinance. A draft ordinance will be presented next month to the Board for consideration as part of the ongoing update to the County Land Development Code.
