GREEN COVE SPRINGS, Fla. -- Clay County is holding a series of meetings in June and July to hear from neighbors about how they'd like to spend federal dollars on our communities to improve quality of life. These meetings are part of the county's Community Development Block Grant (CDBG) Program. Clay County will be sharing its
Draft FY 2024-2025 Annual Action Plan, which is a one-year planning document that describes the amount of CDBG funds expected to be available and the proposed use of those funds for the upcoming CDBG Program year.
You can weigh in on where you'd like to see those dollars spent, from benefiting low-and moderate-income persons to preventing or eliminating slum or blight, to improving quality of life. The County’s new estimated CDBG entitlement allocation for FY 2024-2025 is $1,000,319.00
The proposed CDBG activity/project allocations are:
1) Housing rehabilitation FY2024-2025 funding $350,112.00
2) Public Infrastructure FY2024-2025 funding $650,207.00
Prior fiscal years funding resources and projects will also be included in the FY 2024 – 2025 Annual Action Plan and will be available for public comment.
PUBLIC COMMENT PERIOD:
The 30-day public review and comment period is Tuesday, June 11, 2024 through Tuesday, July 10, 2024. Comments from the public are encouraged and will be accepted during this period at the Department of Economic & Development Services, 477 Houston St., 3rd Floor, Planning & Zoning Division, Green Cove Springs, FL 32043. Comments can also be given by calling 904-541-3814 or be sent by email to cdbg@claycountygov.com.

Non-English-Speaking Persons:Special arrangements for a translator will be made by the County. A citizen requiring a translator should send a request at least two (2) business days before the event.
Special Accommodations for Persons with Disabilities:
Special arrangements for a sign language interpreter will be made by the County. A request should be sent to the County at least two (2) business days prior to the event. Recorded events will be posted with closed captioning for those hard of hearing.
Access to records/recordings:
A recording of the public meetings and hearings will be made public for those who are not able to attend. Minutes of the public meetings and hearings will also be taken. Citizen input will be summarized and documented in the minutes. The recordings and minutes will be posted on the County's Community Services CDBG website.

Plan Summary: The Annual Action Plan serves as the application of funding for the CDBG Program and describes the activities/projects that will be undertaken during the next fiscal year. Activities/projects are selected for funding in accordance with the priorities established in the County’s 2021-2025 CDBG Consolidated Plan and in accordance with the primary objectives of the CDBG Program.
Funded activities must serve one of the three CDBG National Objectives:
1) to benefit low-and moderate-income persons
2) to aid in the prevention or elimination of slum or blight
3) to meet a community development need of urgency.
The FY 2024-2025 Annual Action Plan includes the activities/projects listed below to be funded under the CDBG Program.
