Clay County Announces CARES Act Funding Allocation


Green Cove Springs, FL – Clay County is one of 55 smaller Florida counties that will share in the $150 Billion allocation of the Coronavirus Aid, Relief, and Economic Security (CARES) Act funding. The CARES Act is intended to address the need in funding as a result of the economic consequences due to the COVID-19 Pandemic.  The State of Florida has allocated $38,257,784 to Clay County to strengthen the County’s readiness to address the ongoing impacts of the Pandemic. The County has received 25 percent of the total allotment, $9,564,446.  At the June 23rd Board of County Commissioners Meeting, the Commission voted to accept these funds and the proposed Clay County CARES Act spending plan.


The Commission has three main priorities as the County moves forward in this process. The CARES Act spending plan has been developed with these priorities in mind. Clay County Cares about the businesses, families and non-profits struggling during this public health emergency; about the health and public safety of first responders, residents and visitors; and about the staff and residents visiting our public facilities.  Therefore, the spending plan concentrates funding in these three critical areas; Family Assistance, Restarting Business and Non-profits; Public Safety and Health; and General Governmental Expenses. Some of the proposed projects include:    


Family, Business and Non-profit Assistance- Includes one-time assistance to households that have been impacted by COVID-19 for rent, mortgage or utility bills, and grants for qualifying small businesses and non-profit organizations in Clay County. 


Public Safety and Health Projects- Includes stocking ambulances with essential PPE and supplies, strengthening telemedicine capabilities, purchasing two mobile immunization labs, and upgrading the Florida Department of Health building.


General Government Projects- Includes improving warehouse capabilities for the distribution of food and personal protective equipment, enhancing the ability for telework, and adding air scrubbers to high-volume County buildings. 


Clay County has established a CARES Act Funding Review Team composed of Grants, Facilities, Purchasing, Finance, and Clerk’s Office Staff, among others, to ensure that all federal guidelines are followed. The team worked closely with municipalities, constitutional officers, economic development groups, and non-profit organizations to develop the spending plan.  This team will also be administering the spending and coordinating with a CARES Act consultant to review all items for compliance with the Act.  Eligible expenses include necessary expenditures incurred during the public health emergency from March 1, 2020, through December 30, 2020, that were not accounted for in the most recently approved County budget.  Clay County will also provide funding to the municipalities for eligible expenditures under the CARES Act.
