What is a Post-Disaster Redevelopment Plan?

The record-setting hurricane seasons of 2004 and 2005 underscored the need for Florida communities to be prepared to face the tremendous, wide-ranging challenges of re-building after a disaster. Those years highlighted the value of pre-planning for the long-term redevelopment phase of disaster. A Post-Disaster Redevelopment Plan (PDRP) is now a requirement of all Florida coastal counties and municipalities, and is encouraged for inland communities. The PDRP covers policies, operational strategies, and roles and responsibilities for implementation which will guide decisions that affect long-term recovery and redevelopment of the community after a disaster. The PDRP emphasizes the opportunities for hazard mitigation and community improvement and together with the goals of the Clay County Comprehensive Plan works to redevelop a more sustainable and disaster resilient community. This planning process is undertaken with participation from various community stakeholders.

The reasons to develop, maintain and implement a PDRP are widespread. Most importantly, it is important to recognize that the County is vulnerable to the impacts of disasters: including hurricanes, wildfire, flooding and hurricane-force winds. The PDRP analyzes these vulnerabilities and their effects on future development. A disaster, while tragic, can also create opportunities to better the community by developing a strategy for achieving a faster and more resilient long-term recovery.

Additionally, a Post Disaster Redevelopment Plan provides a valuable communication and educational process for local elected officials, staff and stakeholders to understand the complexity of decisions that will need to be made in order for the community to redevelop after a major disaster. As the Gulf Coast continues to recover from Hurricane Katrina it is clear that having an organized plan and approach for long-term recovery before a disaster strikes places the County in a better position to rapidly recover in an orderly manner.

Post Disaster Redevelopment Plan Planning Process

Clay County initiated the planning process by holding the Kick-off Meeting at the Clay County Emergency Operations Center (EOC) on June 22,2011. The Northeast Florida Regional Council presented the overall concept of the Plan and planning process. The Council will be assisting the County to complete the PDRP document.

Stakeholder and Executive Committee Information

Because disasters often cross geographical boundaries, the County has not only involved numerous County departments and divisions, but also included all local municipalities in the development of the PDRP.
