New Construction

  1. Please contact the Development Services Coordinator (904) 541-3814 or by email at teresa.capo@claycountygov.com to schedule a Development Review Committee (DRC) meeting.

    Upon completion of DRC, please submit for review two (2) complete sets of sealed building, electrical, plumbing, and mechanical plans to the Building Division.  Plans will be routed for review.  You can check the progress of your review online at http://www.claycountygov.com/departments/building/online-inspections

  2. Notification will be provided upon completion of review.
  3. When notified that plan review is complete, please submit the following documents to receive your permit:

   a.      Recorded deed or signed lease agreement.

   b.      Notarized building permit application signed by owner and contractor.

   c.      Preconstruction letter from the Engineering Division.

   d.      Concurrency Reservation Certificate (CRC) from the Planning Division.

   e.      911 address verification from GIS Division. http://www.claycountygov.com/departments/911-addressing/online-application

   f.       Energy forms, if applicable.

   g.      Notice of Commencement, if recorded.  If not recorded, please submit prior to first inspection.

 

Remodels, Build-out, and Renovations:

  1. Submit two (2) complete sets of sealed plans to the Building Division.Plans do not have to be sealed if the job value is less than $25,000.A licensed contractor will be required if the job value is $75,000 or more.
  2. Notification will be provided upon completion of review.
  3. When notified that plan review is complete, please submit items a. thru g. above along with a completed Change of Occupant form from the Zoning Division.

Building Division Review Fees

When submitting for plans review with the Building Division, the following fees are due upon submittal.

Minimum Plan Review Criteria for Commercial Plans

Note: Items 1 thru 4 must be placed on the cover sheet or front page of the plans.

 107.2.1 Information on construction documents.

Construction documents shall be dimensioned and drawn upon suitable material. Electronic media documents are permitted to be submitted when approved by the building official. Construction documents shall be of sufficient clarity to indicate the location, nature and extent of the work proposed and show in detail that it will conform to the provisions of this code and relevant laws, ordinances, rules and regulations, as determined by the building official.

 

107.3.5 Minimum plan review criteria for buildings.

The examination of the documents by the building official shall include the following minimum criteria and documents: a floor plan; site plan; foundation plan; floor/roof framing plan or truss layout; all fenestration penetrations; flashing; and rough opening dimensions; and all exterior elevations:

Building:

2. Occupancy group and special occupancy requirements shall be determined.

3. Minimum type of construction shall be determined (see Table 503).

4. Fire-resistant construction requirements.

5. Fire suppression systems (if required)

6. Life safety systems shall be determined and shall include Occupant load and egress capacities

7. Occupancy load/egress requirements shall include:

Occupancy load-Gross/Net; Means of egress; Exit access; Exit; Exit discharge; Stairs construction/geometry and protection; Doors; Emergency lighting and exit signs; Specific occupancy requirements; Construction requirements; Horizontal exits/exit passageways

8. Structural requirements shall include:

Soil conditions/analysis; Termite protection; Design loads; Wind requirements; Building envelope; Structural calculations (if required); Foundation; Flood requirements in accordance with Section 1612, including lowest floor elevations, enclosures, flood damage resistant materials; Wall systems; Floor systems; Roof systems; Stair systems.

9. Materials shall be reviewed and shall at a minimum include the following:

Wood; Steel; Aluminum; Concrete; Glass; Masonry; Gypsum board and plaster; Insulating (mechanical); Roofing; Insulation

10. Accessibility requirements shall include the following:

Site requirements; Accessible route; Vertical accessibility; Toilet and bathing facilities; Drinking fountains; Equipment; Special occupancy requirements; Fair housing requirements.

11. Interior requirements shall include the following:

Interior finishes (flame spread/smoke development); Light and ventilation; Sanitation

12. Special systems:

Elevators; Escalators; Lifts

13. Swimming pools:

                Barrier requirements; electrical installation; minimum plumbing facilities; any mechanical work.

14. Accessibility requirements shall include the following:

Site requirements; Accessible route; Vertical accessibility; Toilet and bathing facilities; Drinking fountains

Equipment; Special occupancy requirements; Fair housing requirements

15. Interior requirements shall include the following:

Interior finishes (flame spread/smoke development); Light and ventilation; Sanitation

16. Special systems:
