Lake Asbury Master Plan
The Clay County Board of County Commissioners adopted the Lake Asbury Master Plan on
Tuesday, July 26, 2005. The adopted elements are found below. The plan was found
by DCA to be not in compliance with state growth management statements primarily
due to the conceptual of the location of the Outer Beltway through the Black
Creek Ravines Conservation Area, and also due to the need to include more
planning for future public facilities. After a period of negotiations, a
stipulated settlement agreement (SSA) was drafted by DCA as a compliance
agreement under Section 163.3184(16), Florida Statutes. The SSA reflected the
consensus reached among DCA, the interveners and County staff for resolving
DCA’s concerns regarding the Plan Amendment. The SSA was approved by the Board
on October 24th.
An ordinance amending the plan amendment to reflect the
remedial plan amendment contemplated under the SSA was adopted by the Board on
November 14, 2006. The implementing land development regulations to guide
development within the plan area were also adopted on November 14, 2006.
