Planning and Zoning Division
"To provide for planned and orderly growth while
improving the quality of life for County residents."
The Planning and Zoning Division initiates and reviews amendments
to the Comprehensive Plan and Zoning Codes and acts as the lead in the
development and adoption of the County's Land Development Regulations.
The Planning and Zoning Division also processes and reviews applications for Vested
Property Certificates, operates the Concurrency Management System, and
develops sector plans and other special studies. The Planning and Zoning
Division
performs transportation planning activities and represents the County on
the Technical Coordinating Committee and Bicycle/Pedestrian Committee of
the Metropolitan Planning Organization for the Jacksonville Urbanized
Area. The Planning and Zoning Division reviews development proposals as a member
of the Development Review Committee, contributes to the staff report for
rezoning applications and monitors Developments of Regional Impact
within the County. Finally, The Planning and Zoning Division conducts specified plans and
studies as directed by the County Manager and County Commissioners.

The Board of County Commissioners has placed a
moratorium on the collection of the road impact fees from January 1, 2009
through December 31, 2010.
ADOPTED CLAY COUNTY 2025 COMPREHENSIVE PLAN AND ITS
SUBSEQUENT AMENDMENT CYCLE
Through 19 Planning Commission Workshops since January 2008, the amendment
package for “EAR (Evaluation and Appraisal Report)-based Comprehensive Plan
Amendment” that extends the planning period to the year 2025 and revises all
future reference to the plan to the Clay County 2025 Comprehensive Plan (the
Plan) and “Amendment Package EAR” consisting of amendments to “the Plan”
received between December 1, 2007 and June 30, 2008 has been reviewed by the
Clay County Planning Commission at April 7th and April 20th Public Hearings and
by the Board of County Commissioners on April 28, 2009 for transmittal to
Florida Department of Community Affairs.
DCA issued Objections, Recommendations, and Comments (ORC) Report on July 13th
and there was subsequent Planning Commission and Board Workshop on August 11th
of 2009. On October 27, 2009, the Clay County Board of County Commissioners
considered the proposed amendments and made final determinations to adopt the
proposed Clay County 2025 Comprehensive Plan (the Plan) and 5 additional changes
to “the Plan” that were included in the subsequent amendment cycle.
