The fair share program is applicable to proposed developments
that are denied a concurrency reservation certificate (CRC) because of a
failure to meet the transportation concurrency standards. This program would
require a project to contribute its proportionate share of the cost of a
transportation facility. The contribution would be made in the form of a
monetary payment, authorized construction of a road improvement, or a
combination of the two methods. A pre-application meeting is required within
45 days of the CRC denial and prior to submittal of a fair share
application. The pre-application meeting provides an opportunity to discuss
eligibility requirements, application submittal requirements, fair share
methods including an estimated fair share obligation, and any other issues
determined necessary.
