Engineering Department
"The Clay County Engineering Department's
mission is to provide exemplary service to every citizen, developer, and
contractor that we work with as they create an infrastructure that will
provide a safe and comfortable community for future generations."
The Clay County Engineering Department is responsible for the design and
contract administration of all new Capital Improvement Projects and keep
an eye on the horizon and continue to plan for the future. This
department supervises and inspects the construction of those
subdivisions prior to recommending acceptance to the Board of County
Commissioners, at which time the County begins maintaining the
subdivision upon expiration of the maintenance bond.
This past year has been the busiest on record for this department, as
many new developments have been under review. There have been more lots
platted in the first half of 2003 than there had been in any entire
previous year, as more than 4,500 lots have been approved during the
course of the year. As par of our Capital Improvement Project
Development, the Project Development and Environmental (PD&E) study is
underway for the northern extension of College Drive from Blanding
Boulevard to Branan Field Road. The widening of County Road 218 from
Aster Avenue to Cosmos Avenue is in the permitting process now, with
construction anticipated to begin about the middle of next year. The
extension of County Road 209 from County Road 220 to Blanding Boulevard
is also in the permitting process, and money will be available for that
project in the 04/05 fiscal year. The Engineering Department continues
to work with St. Johns River Water Management District and Camp Blanding
in developing the Keystone Lakes Water Harvesting Project.
Fiscal year 2002/03, the Clay county Engineering Department reviewed,
inspected and approved 147 separate submittals of residential
construction, non-residential construction and various
engineering-related activities. There were 615 driveway permits issued
and monitored; 1,850 omission letters issued; and 182 utility permits
issued. Engineering performed oversight and inspection on 85 separate
subdivisions and/or commercial site projects.
