Affordable Housing Advisory Committee (AHAC)
The Affordable Housing Advisory Committee
assists in the development of the affordable housing plan. The advisory
committee is cooperatively staffed by the local housing department and the
local planning department to ensure an integrated approach to the work of
the advisory committee. Their main focus is the review of established
policies and procedures, ordinances, land development regulations, and the
local government comprehensive plan and to make recommendations of any
specific actions or initiatives to encourage or facilitate affordable
housing. The committee must submit a report every three years to the Board
of County Commissioners that includes those recommendations and further
evaluates the implementation of any approved affordable housing incentives.
This report then goes to the Florida Housing Finance Corporation. The law
requires the committees to have eleven members in various categories
involved with affordable housing.
Board of County
Commissioners (regarding land development regulations)
The Board of County
Commissioners (BCC) reviews and approves or denies changes within the land
development regulations. The BCC may approve the proposed applications,
approve the proposed application with modifications, disapprove the proposed
application, or continue the public hearing at its discretion to an
announced time and date certain without the need for republication of
notice.
Board of Adjustments
The Board of Adjustment acts on variances to the Zoning Code.
They meet the third Tuesday of the month at 7:00 p.m., 4th floor
of the Administration Building, 477 Houston Street, Green Cove Springs, FL,
32043.
Clay County
Utility Authority
The Clay County Utility Authority (“CCUA”) was created for the purpose
of acquiring, constructing, financing, owning, managing, providing,
promoting, improving, expanding, maintaining, operating, fostering over time
the development of regional water, wastewater, and reclaimed water utility
systems, as described in its enabling legislation, Chapter 94-491, House
Bill 2299, effective October 1994, and is governed by its Board of
Supervisors. CCUA’s Board of Supervisors is comprised of seven (7) board
members who must be qualified electors of Clay County, as well as
ratepayers.
In accordance with its enabling legislation, the Clay County Board of
Commissioners shall consider but not be required to appoint members with
business, real estate development, engineering, and accounting backgrounds.
The board members shall serve no more than two consecutive 3-year terms.
CCUA holds its regular meetings the first and third Tuesday of each month at
2:00 PM, in their Board Meeting Room, located at 3176 Old Jennings Road,
Middleburg and may hold more frequent special meetings. For further

Construction Trade
Qualifying Board
The Construction Trade Qualifying Board (CTQB)
is comprised of nine members. This Board deals with issues regarding county
licensed contractors that can not be resolved by the BCC Development
Services Building Division. When necessary the meetings are scheduled the
first Monday of the month. This Board requires that there be Journeyman
craftsmen with a certificate issued by Clay County in the categories of an
electrician, plumber, and HARV; and, Master craftsmen with a certificate
issued by Clay County in the categories of an electrician, plumber and HARV;
one citizen at-large, one general contractor, and one engineer/architect.

Fleming Island Advisory
Committee (FIAC) was established in 1979 for the orderly development of
Fleming Island and is still very active. The committee consists of 10

Housing Finance
Authority
The Housing Finance Authority
(HFA) of Clay County was created to provide safe, sanitary, and decent
housing; to encourage investment by private enterprise and stimulation of
construction and rehabilitation of housing through the use of public funds.
When the market is favorable, obtain funds through issuing Bonds at
relatively low interest rates making them available to eligible citizens of
Clay County for low to moderate income at reasonable mortgage loan interest
rates. The HFA meets the third Wednesday of the month, 9:00 a.m., fourth
floor of the Administration Building, 477 Houston Street, Green Cove
Springs, FL, 32043.
Lake Asbury
Municipal Service Benefit District
The Lake Asbury Municipal
Service Benefit District (LAMSBD) was established for the purpose to ensure
the continued maintenance, improvements and prevention of deterioration of
the lakes known as Lake Asbury, South Lake Asbury, and Lake Ryan in Clay
County for weed control of the lakes, spill-way construction and
maintenance, repair, replacement and cleaning of french
drains in the lakes and dams, paving and maintenance of dams and easements,
installation of guard rails on the dams, elevation of the dams, repair,
replacement and construction of dames as needed, landscaping, maintenance
and mowing, informing the District’s constituents of their activities – both
proposed and ongoing. All members serving on this Board must reside in the
boundaries of the Lake Asbury District. For further information please

Planning Commission
The Planning Commission’s (PC) purpose is to review and make
recommendations to the BCC regarding land development regulations that
includes the Comprehensive Plan, rezoning, and plats. The PC is advisory
only and shall not be binding upon the Board of County Commissioners. The PC
meets on the first Tuesday of the month at 7:00 p.m. in the BCC Meeting

Tourist Development

Tourist
Development Council The Tourist Development Council (TDC) is comprised of
nine (9) members. Six (6) of the nine (9) members must be involved in the
tourist industry and of those six (6), "not less than three (3), or more
than four (4) shall be owners or operators" of those types of
establishments. Meetings are held monthly. The TDC administers funds
received from the Tourist Development Tax and oversees and recommends ways
to promote Clay County as a desirable tourist destination. For Further

The Transportation
Advisory Commission
The Transportation Advisory
Commission (TAC) provides recommendations to the County Commission on issues
pertaining to road improvements and transportation planning. This body
meets the first Wednesday of the month at 4:00 p.m., Orange Park Town Hall,

Value Adjustment Board
The Clay County Value Adjustment Board (VAB) is governed under the
provisions of Chapter 194, Florida Statutes, and Rule 12D-10, Florida
Administrative Code. The VAB comprises 5 members: two county commissioners,
one citizen appointed by the commissioners, one school district member, and
one citizen appointed by the district. The VAB meets during the Fall and
early Winter to oversee the administrative proceedings held for the purpose
of providing citizens an opportunity to file petitions challenging the
determinations of the Property Appraiser regarding exemption and valuation
issues. Special Magistrates hired by the BCC conduct the hearings on the
petitions and make written recommendations to the Value Adjustment Board.
The VAB meets for the purpose of acting on the recommendations and also for
the purpose of hearing any appeals from the recommendations of the Special
Magistrates. The VAB also meets to conduct organizational duties and to
certify the tax rolls. The recent changes in Florida law may impose
additional duties on the VAB. In order to qualify under the law, the county
appointee must own homestead property in Clay County, Florida and the
district appointee must own commercial property. The issues which may come
up during the VAB process involve Florida law governing exemptions, ad
valorem and intangible property valuations, Florida law governing
assessments, procedural issues concerning the conduct of the hearing or
meeting, the statutory and common law governing the VAB process, sunshine
law, and due process issues. The appointee cannot be a member or an employee
of any taxing authority, and may not be a person who represents property
owners in any administrative or judicial review of property taxes. The term
of the appointment is for one year but the applicant may be reappointed. For

Board of Adjustments effective January 1, 2009. The BOA acts on variances on
land development regulations to the Zoning Code. Whenever possible, it is
favorable that members have knowledge in the fields of civil engineering,

Lake Asbury Municipal Service
Benefit District
The Lake Asbury Municipal Service Benefit District (LAMSBD) is seeking
individuals interested in volunteering their service as a member to the
LAMSBD for Seats 2, 4, 6, and 8, all expiring November 1, 2008. All
applicants must live within the Lake Asbury district boundaries. The
committee members serve in the capacity of an owner association to ensure
the continued maintenance, improvement and prevention of deterioration of
the lakes known as Lake Asbury, South Lake Asbury, and Lake Ryan in Clay
County, Florida described in Ordinance 85-33 adopted May 14, 1985. Members
serve for a period of four (4) years, with staggered even and odd seat
terms. All even terms will expire November 1, 2008. The vacancies for Seats
2, 4, 6, and 8 will be done at the Board meeting of October 28, 2008. For

The Library Board of trustees (LBT) is seeking an individual interested in
volunteering their service as a member. There is an At-Large vacancy for
Penney Farms. The LBT is an advisory Board with no power to commit the
County to any policies, or to incur any financial obligation, or to create
any liability on behalf of the County. Members serve terms of four (4)
years.
